- Provide Resource Analyst support in the areas of budget planning and execution, monitor contracts and task orders for cost trending analysis, work with project team members to review planned vs. actual funding status, and provide monthly status reports supporting the Earth Science Mission Operations (ESMO) Project.
- Responsible for specific budget areas within the overall ESMO Project budget that includes multiple contracts, tasks, and hardware and software purchases.
- Prepare and track contract-funding actions for contracts and tasks.
- Research, input and tracking of purchase requests.
- Analyze Contractor 533 reports and submit monthly accruals into the GSFC Contractor Cost Report System.
- Monthly analysis of ESMO obligations and costs for assigned budget areas.
- Utilize the financial systems/tools (SAP, FCS, BOBJ, CORTS, BETS, SharePoint, ALDS) and funds management skills to provide routine reports to ESMO management.
- Approve ESMO funds transfers.
- Interact and lead financial briefings to the technical leads on a regular basis.
- Provide input, review, validate, and recommend changes to the budget requests in the annual PPBE process.
- Prepare the annual phasing plan exercise for the responsible budget areas.
- Prepare the Senior Review budget submissions (every 3 years).
- Work with the Mission Director/Mission Manager for each responsible budget area.
- Support the annual workforce exercise.
- Strong Microsoft Office Suite skills with advanced Microsoft Excel skills.
- Strong analytical skills and excellent communication skills.
- Outstanding customer service skills; must be proactive and responsive to customer requests. Ability to learn quickly and think critically to create innovative solutions.
- Experience with GSFC Financial Systems, including SAP, BOBJ (Business Objects), Contractor Cost Reporting System, Funds Control System, iWAPP, CONCUR, and CORTS and familiarization with NASA/GSFC organizations and processes are a plus.
- Ability to interface successfully with technical and project management professionals.
- Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job.
- Bachelor’s degree and 5 years of related field or 8 years of experience in lieu of a degree.
