- Provide intermediate-level Resource Analysis support to the Roman Space Telescope (RST) Project.
- Support RST Project budgeting and financial management activities utilizing the financial systems/tools (SAP, Funds Control, BOBJ, CORTS) and other supplemental reporting.
- Utilize financial systems and tools to initiate and track Purchase Requests for assigned work breakdown structures (WBSs); investigate, initiate corrective actions as necessary to resolve issues.
- Analyze funding requirements for new and on-going tasks, contracts, purchase orders, grants, cooperative agreements, cost pools, etc. based on available obligation/cost data. Monitor and identify potential issues, recommend mitigation/corrective actions to resources team lead.
- Determine fiscal, budget and workforce resources requirements and provide insight to help control expenditures.
- Assist with budget planning and execution.
- Provide input and support for the Center's phasing plan/PPBE calls; ability to provide a commitment, obligation & cost plan. Assist senior resources team in the compiling/submitting phasing/PPBE requirements into formats and charts necessary to support reviews.
- Contribute to the development of the Project's workforce requirements; assist in the compiling of requirements via iWAPP; provide relevant data and explanations for input into Center and Mission Directorate systems (iFERM).
- Review NASA 533 reports (plans and actuals) from major and support contractors and report any variances and concerns to project management. Track trends and provide analysis to senior resources team.
- Prepare financial data and reports used for internal monthly project status reviews (PSRs)
- Work with the project business team to review planned vs. actual funding status.
- Prepare ad hoc financial reports as requested.
- Additional duties as needed.
- Strong MS Office 365 skills, particularly Excel and PowerPoint.
- Strong verbal and written communication skills.
- Strong organization and prioritization skills.
- Ability to interface successfully with technical and project management professionals.
- Ability to work independently as well as in a team environment.
- Compliance with NASA and Goddard regulations and procedural requirements is mandatory.
- Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job.
- Bachelor’s degree in a related field and 2-3 years of experience or 5-6 years of experience in lieu of a degree.
