      OVERVIEW

      Texas-based Refugee Medical Assistance Program Officers (RMA POs) support USCRI’s Refugee Health Services Division and the administration of Texas’s Medical Replacement Designee (MRD) model, funded by the Office of Refugee Resettlement (ORR). As part of the Texas RMA PO team, you will oversee Refugee Medical Assistance (RMA), which mirrors Medicaid and is a key component of the MRD model. Main areas of responsibilities include benefits and care coordination, ensuring healthcare access for covered enrollees; quality assurance; partnership development; and stakeholder engagement. Duties include eligibility determination for program enrollment, coordinating with local implementation partners, including resettlement agencies; training and technical assistance support; data collection and management; and additional tasks as needed. The program serves all ORR-eligible groups, including refugee, asylee, Cuban/Haitian Entrant, Special Immigrant Visa holder, Afghan Humanitarian Parolee, and Victim of Trafficking populations. This position is based in USCRI’s Austin, Texas field office.

      ESSENTIAL DUTIES AND RESPONSIBILITIES

      • Support the high-quality and timely administration of Medical Replacement Designee programs, specifically Refugee Medical Assistance (RMA);
      • Determine final eligibility for Refugee Medical Assistance in coordination with local resettlement agencies (LRA) and serve as a benefits coordinator by providing quality assurance controls, communicating final eligibility, and authorizing health benefits coverage;
      • Serve as a key point of contact for and coordinate with LRAs and the TX Replacement Designee (RD), Texas Office for Refugees (TXOR), which oversees other ORR-funded programs in the State;
      • Provide onsite case consultation, care coordination support, and training to LRAs and TXOR;
      • Support assigned LRAs with the RMA enrollment process through the Electronic Refugee Medical Assistance Eligibility Determination (eRED) System;
      • Assist with program audits, monitoring, technical assistance, and continuous programmatic quality improvement processes;
      • Contribute to development and revisions of statewide documents, policies, procedures, and practices to promote high-quality and cost-effective refugee health services; and
      • Other responsibilities as assigned by the supervisor.

      POSITION REQUIREMENTS

      • Bachelor’s degree in a related field, such as (but not limited to) health and social services, international affairs, and/or public policy, from an accredited institution;
      • Experience working with refugees and/or related programs aiming to increase access to critical resources for immigrant and underserved populations;
      • Working knowledge of the overall refugee resettlement process and cultural humility is preferred.
      • Experience in refugee case management, health benefits plans, and/or eligibility for federal benefits is preferred;
      • Experience working with health and human service organizations, including federal, state, local governments, universities, healthcare centers, nonprofits, and community-, ethnic-, or faith-based organizations, is preferred;
      • Excellent written and interpersonal communication skills such as writing reports and materials for different audiences and tailoring communication for health professionals and community members, including clients;
      • Strong skillset in MS Word, MS Excel, MS PowerPoint, and Adobe.
      • Experience with online, electronic databases, specifically the Electronic Refugee Medical Assistance Eligibility Determination (eRED) System, is ideal, but not required;
      • Self-starter with ability to work well in a team, juggle multiple priorities, and meet regular deadlines;
      • Strong attention to detail; must be highly flexible, and able to keep multiple assignments moving forward;
      • Demonstrated problem-solving and follow-through ability;
      • High level of energy, self-confidence, and commitment to continuous improvement and learning;
      • Demonstrated support of USCRI’s values by exhibiting respect for others, maintenance of confidential information, and an appreciation of a multicultural workplace;
      • Must have dedication to the human rights of refugees, immigrants, asylum seekers, and displaced people; and
      • Reliable transportation, valid US driver’s license, and active insurance policy.

      TRAINING REQUIREMENTS

      • Satisfactory completion of USCRI’s Orientation and Training; and
      • Complete additional training as identified by supervisor or Human Resources.

      PHYSICAL DEMANDS

      • Use of manual dexterity, tactile, visual, and audio acuity;
      • Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands; and
      • Occasional lifting (up to 25 pounds), bending, pulling, and carrying; and
      • Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements).
