      Position Summary

      • The RMV’s Chief Operating Officer is responsible for organizational excellence and oversight of major initiatives. In conjunction with the Registrar of Motor Vehicles, ensures that RMV and MRB strategic and operational goals are met, interfaces with external business partners, MassDOT, Massachusetts General Court and other state and federal agencies.

      • The RMV’s Chief Operating Officer is responsible for ensuring that the internal support infrastructure for the division operates efficiently and effectively. The Chief Operating Officer is responsible for the development, design, operation, and improvement of the back office systems and policies that enable the RMV's service channels to meet customer need and demands. This role oversees the day-to-day administrative and operational functions of the RMV.

      • This position is responsible for the oversight of Vehicle Services departments which include vehicle registration and titling and associated business processes, Driver Credentialing which include Driver License/ID issuance, Driver Education, Road testing, the Commercial Driver’s License (CDL) Program, Vehicle Safety Compliance Services, CRASH Records, the maintenance and architecture of the RMV’s ATLAS system.

      • Each of these business units manage core RMV functions and are vital in achieving the agency's goals of safety on the roads, compliance with state and federal laws/regulations, excellent customer service, expanded business partnerships, successful technology deployment and the modernization of the RMV business processes.

      • The Chief Operating Officer role is to provide leadership and strategic guidance and direction of these reporting units as an advisor and senior member of the Registrar’s team. The position is responsible for researching and implementing industry best practices, new technologies, statutes and regulations to improve operational efficiency in coordination with other senior leaders responsible for safety services, legal services, federal/state compliance and policy, customer service channels and demand management, in addition to coordinating with MassDOT enterprise services such as Revenue, IT and General Services.

      • The Chief Operating Officer will actively participate in the crafting and implementation of new legislation and regulations. Legislative changes can have a significant impact on current business models - as such, they require comprehensive analysis, the development of business solutions and implementation plans. The Chief Operating Officer will develop and maintain strong working relationships with federal and state officials, industry leaders, AAMVA, vendors and business partners such as the automotive industry, auto dealerships, the insurance industry, professional driving schools, the New England Service Station and Repair Association (NESSARA), the school bus industry, and the trucking industry, and New England Donor Services among others

      Duties and Responsibilities

      • Oversight of the day-to-day administrative and operational functions of the RMV and MRB to ensure service levels are met, work queues are processed timely, and that the RMV is consistently meeting safety priorities. This includes verification of service delivery from key business partners/vendors for core RMV services for credential issuance, vehicle inspection, Insurance policy management, EVR program, Ignition Interlock program
      • In Conjunction with the Registrar or Motor Vehicles, development and execution of strategic plans, operational investments, and up to five-year capital plan investments. internal and external stakeholder management and vendor contract management and assessing capital needs for the organization. Consistent communication and verification of service delivery from key business partners/vendors for core RMV services for credential issuance, vehicle inspection, Insurance policy management, EVR program, Ignition Interlock program
      • Oversight and Direction of Driver Credentialing Programs including Driver Education, Identity, Knowledge/Skills Testing and Licensing, Commercial Motor Carrier Program, Motorcycle Program, Voter registration, organ/tissue enrollment
      • Oversight of Vehicle Title, Registrations, Inventory, International Registration Plan, Electronic Lien and Title, Electronic Vehicle Registration (EVR) program, Insurance Policy Management program, Excise Bill creation, Salvage Title, Section 5 credentials, Customer Assistance Bureau, Mail-In Registration, Document Management
      • Oversight and direction of the Vehicle Safety Compliance Services programs including vehicle inspection station/inspector licensing, inspection station auditing, professional credential issuance/renewal, school bus inspections, driving school audits.
      • Oversight of the Maintenance and Architecture of the RMV’s ATLAS system, including policy implementation and prioritization of system changes, in support of all of the division’s core safety and customer-focused functions.
      • Other duties, as necessary and assigned, including, but not limited too, special projects, responses to pandemic planning, internal and external stakeholder management and vendor contract management, and assessing capital needs for the organization.

      Minimum Entrance Requirements
