      General Description


      The Railroad Commission of Texas seeks a Project Manager II to provide project management support for the planning and initiation of IT infrastructure and desktop support projects, monitoring the progress and schedule of these projects, and communication with all project stakeholders. This role within the IT Service Delivery tower performs moderately complex (junior-level) project management work. This position will also be responsible for software asset management activities, including all software inventory and licensing management.

      May supervise the work of others. Works under general supervision of the IT Service Management Manager with limited latitude for the use of initiative and independent judgment. This position has been approved for 100% telework with its headquarters in Austin, Texas. Any travel expenses to Austin will not be approved. It is estimated that travel will be required up to 5% per year.

      Job Duties

      • Initiates, manages and tracks projects, from initiation to closing (including obtaining authorization and commitment, and demonstrate business need and project feasibility).
      • May coordinate project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.
      • Review and recommend proposals and bids to management.
      • Monitors and manages project quality and cost to ensure that project deliverables are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget.
      • Identifies potential project risks and difficulties to mitigate or avoid them.
      • Communicates project methodology and processes to interested groups and team members.
      • Compiles and distributes project information, project status reports, and project budget expenditures.
      • Develops criteria for evaluating programs, proposals, and other pertinent information relating to project assignments.
      • Develops project budgets, schedules, work plans, resource requirements, and cost estimates and projections.
      • Effectively manages software allocation, deployment, and license availability.
      • Tracks, validates and manages software acquisitions.
      • Ensure compliance with Commission security standards and policies and make recommendations for updates as needed.
      • Performs related work as assigned.

      Minimum Qualifications

      • Bachelor's degree from an accredited four-year college or university with major coursework in project management.
      • 2 years of experience managing and coordinating infrastructure, desktop support and software asset management type projects.
      • Experience and education may be substituted on a year for year basis.

      Preferred Qualifications

      • Certified Software Asset Management (CSAM)
      • Experience with Lansweeper and creating reports.
      • Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) certification.
      • Experience with Microsoft Office and Microsoft 365 applications.
      • Experience with Windows 10.
      • Experience with Active Directory.
      • ITIL (Information Technology Infrastructure Library) certified.

      Knowledge, Skills, and Abilities

      • Knowledge of project management theories and practices applicable to projects of moderate scope; of systems and procedures used to evaluate a third-party vendor’s performance; and of local, state, and federal laws and regulation relevant to the administration of the projects undertaken.
      • Skill in project management monitoring and in the use of a computer and applicable software.
      • Ability to identify project risks, to prepare reports and charts and to assign duties and responsibilities and coordinate the work of project staff.
      • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
      • Ability to analyze systems and procedures, write and revise standards and procedures, handle multiple projects.
      • Ability to exercise sound judgment in making critical decisions, analyze complex information and develop plans to address identified issues.
      • Ability to communicate complex technical information clearly and concisely, both orally and in writing, to diverse audiences.
      • Ability to demonstrate negotiation and facilitation skills.
      • Ability to maintain working relationships with internal/external stakeholders.
      • Ability to take initiative and work independently.
      • Ability to work effectively on a team as a member and leader.
      • Ability to plan, assign, and/or supervise the work of others.
      • Ability to address issues/concerns in a professional manner.

      Physical Job Requirements

      The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

      • Ability to work around equipment generating heat, noise, and bright reflective lights.
      • Ability to stand or sit for long periods of time, including working at a stationary location.
      • Ability to reach low and high, push and pull heavy computer equipment, and lift, carry and move up to 50 pounds.

      Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
