      The Town of Clayton is seeking applicants for an Safety Officer for our Human Resource Department. The Town of Clayton is the fastest growing town in Johnston County, which is the fastest-growing county in the State of North Carolina.       The Town of Clayton employs more than 300 full-time staff in areas including police, fire, and electric utilities. The Town of Clayton also offers a range of PT positions including positions in Parks & Rec and Cultural Arts.
      PURPOSE OF POSITION:
      The purpose of this position is to manage the Town’s overall safety program. This position is responsible for planning, developing, coordinating, and administering a comprehensive strategic risk management program. Developing and implementing safety programs in compliance with federal and state regulations to ensure a safe work environment. Under general supervision by the Human Resources Director.

      Safety Program Management Compliance
      • Develops, monitors, and manages programs to ensure the Town’s compliance with federal, state, and local safety-related regulations, in addition to other environmental health, safety, and loss prevention standards and guidelines.
      • Performs regular safety inspections of Town work operations, grounds, buildings, and equipment to identify hazards and incidents of regulatory non-compliance, and recommends corrective measures
      • Coordinator programs and policies in loss prevention, safety training, and property and liability.
      Hazard Identification and Awareness
      • Conduct or coordinate annual workplace self-inspections, document inspections and ensure that inspection records are maintained
      • Communicate information regarding identified hazards, precautions, and required corrective actions
      • Report audit results and necessary corrective actions or recommendations to leadership
      Hazard Mitigation
      • Correct conditions that are discovered during inspections or reported by employees
      Accident/Workers Compensation Administration
      • Assist Department Managers and Supervisors with proper investigation and documentation of all incidences, injuries, and near-misses
      • Assist Department Management with making necessary changes to minimize or prevent recurrence
      • Manages all worker's compensation claims from start to finish while ensuring accurate OSHA record keeping.
      • Ensures employees receive appropriate and timely medical treatment.
      • Manages an effective Return-to-work Program.
      Training
      • Know the hazards employees face and ensure they are trained to perform their work without risk of illness or injury
      • Coordinate any applicable OSHA training courses, including general safety training and computer ergonomics training
      • Develops, prepares, presents and coordinates a variety of safety and risk management training topics
      Communication
      • Ensure an ongoing provision of safety information through bulletin boards or periodic discussions
      • Post safety information on bulletin boards or in break rooms (where applicable)
      • Develop safety reporting system and encourage employees to report potential safety problems
      • Provide safety information to all new employees upon initial hire
      Documentation
      • Maintain safety training, inspection, and accident investigation documents in a centralized, accessible file
      • Document injuries, safety committee meetings, hazard corrections, and employee safety training.
      Knowledge, Skills and Abilities:
      • Knowledge of North Carolina Department of Labor Occupational Safety Regulations and Standards, Code of Federal Regulations for General Industry and Construction, Workers' Compensation claims, safety and risk management practices and procedures, American National Standards Institute (ANSI).
      • Knowledge of U.S. Department of Transportation's (DOT) rule, 49 CFR Part 40, Drug & Alcohol Regulations.
      • Knowledge of the laws and regulations pertaining to property, liability, and Workers' Compensation insurance administration.
      • Knowledge of OSHA regulations, principles and practices relating to OSHA laws and regulations and safety and accident prevention and investigation.
      • Ability to develop and implement effective employee safety programs.
      • Ability to develop and conduct training programs.
      • Ability to inspect work sites, areas, and accidents and make objective reports and findings.
      • Ability to communicate orally and in writing.
      • Ability to develop and maintain effective working relationships with department heads, supervisors, and employees.
      • Ability to compile data and records as required for the Town and maintain confidentiality of such records and files.
      • Ability to plan and coordinate projects and activities.
      • Ability to conduct objective and factual accident investigation and present finding accurately in oral and written form.
      • Effective time management skills.
      • Ability to follow through and to work independently on routine assignments.
      • Effective computer skills including MS Office products.
      Education and Experience:
      Bachelor degree in Business, Risk Management, Occupational Safety and health, or related fields preferred.
      Five to seven years of related experience in a role performing safety duties; or an equivalent combination of education, training and experience that provides the required knowledge, skill and abilities.
      Supervisor/manager defines objectives, priorities, and deadlines; existing practices are used as guidelines to determine specific work methods; carries out work activities independently; supervisor/manager is available to assist in resolving problems.
      Decisions have substantial impact on management and operations of an area within department, broad functional area or Town. May contribute to important strategy, operational and business decisions which impact the department.
      Monitor/maintain budgets-Processes transactions, monitors balances, and reconciles accounts.

      Conditions of Employment:
      This position is required to report to their designated work location to ensure operation of essential town functions or departments during an emergency, or when the Town has suspended or delayed operations.

      Work Schedule:
      Occasional; weekends and evenings

      Other conditions of employment required to perform functions of this position:
      OSHA and other Safety designations like Certified Safety Professional (CSP) preferred.
