      We are currently accepting applications to fill one (1) full-time Safety Officer, Divisional vacancy in Santa Barbara or Santa Maria for the Administration Division of the Public Works Department .

      The Position: Under general supervision, coordinates a divisional safety program within a large, diversified department; makes inspections and conducts safety training; and performs related duties as required.

      THE IDEAL CANDIDATE WILL HAVE:

      DISTINGUISHING CHARACTERISTICS: This class serves as the technical safety specialist in a division. This class differs from the Safety Officer, Departmental by the latter's responsibility for coordination and implementation of a department-wide safety program. It is further distinguished from the Safety Officer by the latter’s responsibility for the Countywide safety program.

      About the Public Works Department: The Santa Barbara County Public Works Department consists of five divisions: Transportation, Resource Recovery and Waste Management, Flood Control & Water Resources, the County Surveyors Office, and Administration.       1. Investigates and prepares reports of injury, property damage, and claims involving the division; inspects facilities, equipment, work practices, and safety devices for conformance with legal requirements; conducts industrial and environmental sampling, including but not limited to atmospheric testing in confined spaces, water testing, and noise monitoring; maintains and calibrates sampling equipment; reports findings and recommends changes to establish safer working conditions; makes follow up inspections to ensure compliance.
      2. Meets with employees and managers to study safety problems and develop policies and procedures which will decrease the risk of injury or loss; responds to employees’ concerns about on-site safety and health; coordinates and runs monthly divisional safety meeting.
      3. Assists with the development of divisional safety policies including but not limited to Emergency Action Plan, Hearing Conservation, Respiratory Protection, Confined Space, Bloodborne Pathogen, and Lock-Out/Tag-Out Program; assists with the development of procedures regarding emergency management response planning and workplace safety; reviews federal, state, and local hazardous materials handling and safety regulations and recommends policies and procedures to comply with these regulations.
      4. Develops and provides individual, on-site, and classroom counseling and training to division staff on safety practices and policies, including but not limited to CPR and First Aid, accident prevention techniques, and accident reporting; develops safety training materials and newsletters; conducts safety meetings on requirements of applicable federal, state, and local regulations; coordinates with Safety Officer, Departmental to conduct general safety training across divisions; coordinates safety training including but not limited to Hazardous Materials Awareness, Hazwoper, Defensive Driving, Confined Space, and Confined Space Supervisor; keeps records of safety training.
      5. Serves as the divisional representative on departmental and Countywide committees related to safety such as Risk Management and Back-To-Work committees.
      6. Advises management on environmental and safety matters, laws, and regulations affecting the division; represents the interests of the division to the department’s Deputy Director; advises and informs Deputy Director of safety problems and trends in the division; develops with managers a safety budget for the division.
      7. Writes, maintains, and educates division employees about work procedures, manuals, protocols, operation plans, etc. for safe and consistent performance of division-specific activities.
      8. Serves as the primary on-site liaison with OSHA and other regulatory agencies; accompanies inspectors during visits to work sites; communicates results of inspections to department and recommends substantive procedural changes to ensure conformance to requirements when necessary.
      1. One (1) year of experience performing safety inspections, monitoring and promoting workplace safety, or conducting safety training; OR,
      2. A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.
      College-level coursework in Occupational Health and Safety, Industrial Hygiene, Environmental Engineering, or a related field is highly desirable.

      Additional Qualifications: Possession of a valid California Class C Driver's License is required.

      Knowledge of: accident prevention and industrial safety practices related to the assigned division; safety and occupational health laws and procedures (i.e. Cal OSHA and California Labor Code, or another state’s equivalent); methods of assessing safety hazards and controls; hazardous materials storage and transfer procedures; emergency preparedness activities; record-keeping practices; basic First Aid; CPR.

      Ability to: identify health and safety hazards and determine proper courses of action to mitigate hazards; conduct accident investigations and identify unsafe conditions, equipment, and practices; analyze situations accurately and adopt timely and effective recommendations; interpret safety and environmental laws and regulations; plan and present safety training programs; write policies and procedures pertaining to safety issues; communicate effectively orally and in writing; establish and maintain effective working relationships.APPLICATION & SELECTION PROCESS:

      1. Review applications and supplemental questionnaire to determine those applicants who meet the employment standards.
      2. Supplemental Questionnaire Ranking: Responses to the required supplemental questionnaire will be evaluated and scored.
      Candidates' final score and rank on the eligibility list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 11 qualified candidates. Candidates must receive a percentage score of at least 70 on the supplemental questionnaire to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s) and exact duration of the employment list.

      The appointee must satisfactorily complete a one-year probationary period.
