- Managing department's allocated positions and providing personnel cost projections
- Leading annual residential fee rate setting for cost recovery
- Providing projections and trends for landfill and residential collection revenue
- Monitoring debt and cash flow to ensure funding for long-term capital needs
- Compiling performance measure data and provides feedback to senior management
- Monitoring contract usage and liaises with the Office of Procurement Services to ensure necessary goods/services for operational continuity
- Managing vendor service and payables to ensure prompt processing of invoices and payments
- Managing annual internal control review and any audit processes
- Bachelor’s degree (or higher) in any field.
- Eight (8) years of experience in any of the following:
- Capital budget development
- Operating budget development
- Full-cost recovery analysis
- Accounting
- Accounts payable
- Three (3) years of supervisory/management responsibilities. (This experience may be included in the required experience listed above.)
- An associate degree in any field plus ten (10) years of the required experience including three (3) years of supervisory/management responsibilities will meet the education and experience requirements.
- Valid driver’s license with good driving record.
- Experience in developing, writing, and implementing policies and procedures
- Proven understanding of business processes and internal controls
- Solid analytical skills including the ability to evaluate facts and data to identify root causes of problems, draw conclusions, and provide recommendations using a systemic framework
- Effective interpersonal skills, strong oral and written communication skills
- Demonstrated project management skills and the ability to meet project timelines within budget
- Ability to be a team player that works collaboratively with various team members to accomplish project goals
- Self-motivation skills and ability to work efficiently and effectively with minimum supervision
- Strong computer skills including proficiency in Microsoft Office Suite
1 Knowledge of local, state, and federal laws and regulations relevant to the Sanitation activities of the City.
2 Knowledge of budget management and ability to develop and implement budget.
3 Ability to manage business activities through the supervision of subordinate supervisors and staff.
4 Ability to devise solutions to administrative problems and plan, assign, and delegate responsibility.
5 Ability to develop and evaluate administrative polices and procedures.
6 Communicating effectively and in writing.
7 Establishing and maintaining effective working relationships.
The salary listed on the job posting is the starting salary range; amount offered will depend upon qualifications.
For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.
Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed. A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.
The Sanitation Services Department provides refuse, recycling, and bulky brush collection services to the 250,000 City of Dallas residents. The Department also operates the second largest landfill in the state of Texas. The Department has over 500 employees and a large heavy equipment fleet.
The Sanitation Business Administration Manager is responsible for developing and monitoring the Department’s over $150 million annual operating and capital budgets and for tracking and reporting the department’s performance measures. Additional duties include:2 Identifies needed areas of training and or development and institutes changes to improve operations; monitors tracking systems and other information systems supporting the sanitation program and initiatives.
3 Provides technical guidance to personnel performing business support; manages workload and work flow, oversees permitting activities and licensing, and ensures accuracy of business functions.
4 Develops and implements budget and resource allocation for the department; tracks and oversees revenues and expenditures to ensure all necessary funding is requested; collaborates with other managers and stakeholders to identify funding needs.
5 Represents the program area at meetings, hearings, and conferences, as well as on boards, panels, and committees.
6 Establishes, determines, and implements short-, mid- and long-term goals and objectives; develops and approves schedules, priorities, and standards for achieving goals and directs evaluation activities.
7 Performs any and all other trades work as needed or assigned.
