      About the Program

      The Partnerships for Improving Education (PIE) Program is an 8-year, Government of Australia (GoA) investment to support the Government of Papua New Guinea (GoPNG) improve the delivery of access to and quality of education for the children of PNG. The program focuses on early grade education working at the national and sub-national level in four target locations. Through facilitating, testing and monitoring innovative ways to address priority challenges related to access and retention, and the upgrading of skills of early grade teachers, the Program seeks to influence policy and systems-based change to improve learning outcomes for girls, boys and children with a disability in the early grades. The expected end-of-investment outcomes (EOIO) for the PIE investment are:

      • Targeted Outcome 1: More children (girls, boys, and children with disabilities) in the early grades enrol and stay in school in selected provinces using replicable and sustainable approaches.
      • Targeted Outcome 2: Targeted provinces are using sustainable and replicable
        approaches to support improvements in the quality of teaching and learning in the early grades.
      • Enabling Outcome 3: Evidence of systemic change within the education sector that improves the delivery of early grades education.

      About the Opportunity

      The purpose of the Secretariat is to provide a professional, coordinated response when working with partners.

      The Secretariat will offer enhanced assistance to the PIE technical team by facilitating, coordinating, and fostering collaboration among GoPNG and other partners to identify shared learning opportunities and synergies. This approach aims to elevate the accountability of the entire program.

      Key Responsibilities

      Provide secretariat support and be responsible for:

      • Coordinating meetings with GoPNG, development partners and contractors; including the development of rolling agendas and meeting papers; drafting of meeting minutes and outcomes and oversee their implementation so that critical matters of the Program are addressed, and decisions made.
      • Manage a calendar of meetings and events for the Program.
      • Maintain the Events and Workshop Procurement Tracker, ensuring POs are closed efficiently.
      • Prepare board and program documents, ensure printing is prepared/procured in advance.
      • Support logistics for meetings (including transport and travel requests), events, and seminars (room bookings, catering, setting up IT, maintenance of attendance records and MERLA data entry as required etc.)
      • Provide other secretariat support as required, for example ad hoc corporate workshops and other fora in coordination with the PIE Program Coordinator, Finance and Corporate Services Manager or Team Lead.
      • Provide administrative support to the Team Leadand other key staff as required.
      • Integrate and promote principles of gender equity and social inclusion in all aspects of this role including in support of activities and events.
      • Maintain a high level of confidentiality and use a high degree of discretion.
      • Ensure compliance with DFAT and Abt Global policies and procedures.
      • Any other reasonable duties that support Abt Global deliverables as directed.

      Specific Deliverables

      • A well-coordinated secretariat function for both PIE and partners.
      • Delivery of high-quality meeting minutes, reports and professional documents for a wide range of audience.
      • Dissemination of PIE information, updates, and relevant documents stakeholders as required.

      Key working relationships

      The Secretariat will work closely with the following:

      • Program Coordinator
      • Grants and Contracts Manager
      • Finance and Corporate Services Manager
      • National Education Technical Adviser
      • GEDSI and Governance Lead
      • PIE Team Lead.

      About You

      We are seeking an individual who will bring:

      Qualifications

      • Relevant tertiary qualifications in business administration, policy, international relations or communications.

      Knowledge

      • Good understanding of administrative processes and professional standards
      • Awareness of government protocol
      • Ability to work effectively with internal staff and stakeholders

      Skills/Experience

      • At least two years’ experience in a similar role for government, NGO or similar organisations.
      • Good understanding of Microsoft Office Suite, Sharepoint and teams
      • Excellent written and verbal communication skills
      • Excellent time management, ability to multitask and to provide support for multiple workstreams.
      • Demonstrated ability to integrate and promote principles of gender equity, disability, and social inclusion in all aspects of this role.
