      GENERAL DESCRIPTION:

      Performs difficult administrative and complex protective service work developing, implementing and managing the County’s security vision, strategy and program; performs related work as required.

      Work is performed under the general supervision of the Director of General Services. Supervision is exercised over assigned staff.

      DUTIES AND RESPONSIBILITIES:

      The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

      • Oversees the day-to-day security program at assigned facilities, which includes supervising security staff armed and unarmed and contract security personnel and ensuring compliance with security policies and procedures;
      • Directs staff in identifying, developing, implementing and maintaining security processes across the County to reduce risks, respond to incidents, and limit exposure to liability in all areas of financial, physical, and personal risk;
      • Directs the establishment and implementation of security policies and procedures and related training;
      • Facilitates, in partnership with departments, development and regular maintenance of building security plans;
      • Understands and assesses the impact of changes in the areas of economics, geopolitics, organizational design and technology, and how they relate to potential threats and risks to the organization;
      • Ensures security incidents and related ethical issues are investigated and resolved without further disrupting operations, and are conducted in a fair, objective manner in alignment with the organization's values and code of business conduct;
      • Oversees contracted security strategically and assures the tactics used are in the best interests of Durham County;
      • Facilitates the use of traditional and advanced scenario planning techniques in assessing risks and threats to the organization;
      • Effectively networks and develops working relationships with key individuals in staff and line positions throughout the organization;
      • Promotes organization learning and knowledge sharing through internal and external information resources in line with the culture of the organization;
      • Conducts business activities with politically astuteness without being politically motivated;
      • Realistically comprehends the need to assess the financial, employee, or customer implications of any plan or recommendation;
      • Functions as an integral part of the Department of General Service senior management team with regard to planning and capital expenditures;
      • Develops a training strategy to ensure all facilities have effective building safety plans and that regular employee training and drills occur;
      • Provides security awareness training for elected officials, staff, County employees and volunteers;
      • Investigates reported security incidents, documents findings and recommends solutions;
      • Identifies and develops opportunities to realize cost savings through automated system design initiatives to enhance Durham County Security Management System;
      • Presents security initiatives for the County to elected officials and the public;
      • Answers inquiries from elected officials, staff, and members of the public regarding security as it relates to Durham County sites or facilities
      • Manages building electronic access control and locksmith operations and monitors internal control systems to ensure appropriate information, access levels and security clearances are maintained;
      • Collaborates with the Security Assessment Team to implement a plan for centralized monitoring;
      • Develops effective and collaborative working relationships with Durham public safety agencies (Durham County Sheriff’s Office, Durham Police Department, Durham County EMS, Durham Fire Department and Durham County Emergency Management) to ensure effective response to emergencies at County facilities;
      • Manages site security guard force according to department policies within assigned areas and provides contract oversight to ensure compliance with contract provisions, requirements and service levels;
      • Conducts threat and risk analyses at each site/facility to identify potential issues and serves as the internal auditor for security processes;
      • Conducts physical security assessments for each site; evaluating general building construction, door hardware, life safety, locks/keys, security systems (alarm, card access systems, CCTV, intercom) and communicates findings and recommendations to senior department management and security systems staff;
      • Ensures that systems are inspected, tested and serviced according to department standards;
      • Identifies existing areas requiring security or security upgrades, provides budgetary estimates to County Management, and manages assigned security projects once budget approval is obtained;
      • Assists with the design and installation of security systems for new construction or renovations;
      • Directs and coordinates consultants in the preparation of studies, designs, plans, specifications and cost estimates;
      • Manages technical and administrative support staff in the fulfillment of their assigned duties;
      • Provides training and direction to security staff in security related matters;
      • Assists with the hiring, evaluating and disciplining of staff and contractors when applicable;
      • Ensures staff is knowledgeable and complies with County policies and procedures (i.e., Workplace Rights Policy, Human Rights Policy, Occupational Health & Safety, etc.); and
      • Performs related duties as assigned.

      MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

      Requires a bachelor’s degree in Criminal Justice, Business Management from an accredited college or university with a minimum of 3 years of experience in the security field along with 3 years of supervisory experience; or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities. Must be an American Society of Industrial Security (ASIS) International Certified Protection Professional (CPP).

      SPECIAL REQUIREMENTS:

      • Possession of a valid NC driver’s license with a three-year acceptable driving record.
