      Serve as the Lockheed Martin RMS Facility Security Officer (FSO). The FSO will manage the Security Administration and Document Control, Collateral Domestic and International Programs Security, and Open Storage Area Physical Security requirements. Responsibilities include managing all functions of the NISP, (i.e. contract compliance, COMSEC operations, security education and awareness, assisting with investigations, asset protection, access control, etc.) Ensure compliance with company and government security regulations. Serves as the primary interface with the Defense Counterintelligence and Security Agency (DCSA) Field Office and coordinate preparations required to support annual Security Vulnerability Assessments, including self-inspection and peer review activities.

      Coordinate, manage and participate in other assessments as appropriate (e.g., program, and
      National Security Agency audits). Will oversee investigations concerning non-compliance with the 32 CFR 117 - (NISPOM) requirements and ensure timely reporting to the DCSA Field Office. Position develops, administers, and audits security programs for compliance with government regulations associated with the protection of classified material and export-controlled data. Provides support in managing the quality, schedule and cost expectations associated with program development and execution, while maintaining the fundamental security requirements defined by the customer/company and program. Investigates security violations and prepares reports. Applies business-minded and risk-managed solutions to security issues and business challenges and communicates observations and recommendations to leadership and enterprise business partners. Processes clearances and customer visits and provides support for classified meetings.

      Position requires regular interface and effective communications with RMS Insider Threat Program Security Official, Senior Leadership, functional counterparts (e.g., Human Resources, Program Management Offices, International Trade Compliance, etc.), Security Organization counterparts (e.g., Investigations, Operations and Compliance, Classified Cyber Security, Advanced Programs, etc.). Will drive Security Education, Training and Awareness activities and develop policies and procedures. Develops and administers security programs and procedures governing the safeguarding of classified and sensitive information, materials and equipment.

      As a Security Manager and leader, key responsibilities include, but are not limited to:
      • Provide ethical and professional Security and Emergency Services leadership and oversight for RMS Syracuse operations and facilities related to the NISP.
      • Ensure availability of multi-disciplinary Security resources in supporting multiple programs in a fast-paced business environment.
      • Develop talent in multiple security disciplines and grow the next generation of Security leaders to support succession planning.
      • Provide security related inputs to business proposals, provide cost, schedule and government program security requirements to capture managers, and assist in the set up and operation of new classified operations.
      • Maintain effective relationships with business leadership, functional counterparts, government contracting activities, federal oversight and partnering agencies. Must be a US Citizen

      Must maintain current eligibility to access classified information up to the Top-Secret level.

      Experience as a Facility Security Officer or Assistant Facility Security Officer

      Strong verbal and written communication skills.

      Detail-oriented, very flexible and able to multi-task in a fast-paced environment.

      A team player with a positive attitude, initiative, tact, and the ability to exercise sound judgment.

      Extensive knowledge and experience with 32 CFR Part 117 - the National Industrial Security Program Operating Manual (NISPOM).

      Experience with Security Information Management System (SIMS) database, DISS,
      SMART, NISS and experience evaluating Program Security Classification Guides and Government Directives such as NISPOM, JAFAN, and JSIG guides.

      Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education, with 10 years of professional experience; or 8 years of professional experience with a related master’s degree. Must be able to work with minimal supervision and guidance and provide support to multiple internal and external customers, management, site and senior leadership and functional stakeholder partners.

      • 5 - 7 years of prior leadership experience leading, inspiring, coaching, and developing teams for success.
