      Org. Setting and Reporting

      The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

      This position is within the Security and Safety Section (SSS) of the Division of Headquarters Security and Safety Services (DHSSS). The Security and Safety Section is part of UN Department of Safety and Security (UNDSS) and is responsible for providing a safe and secure environment through which staff, delegates and visiting dignitaries can conduct the business of the United Nations at the UN-House in Beirut. The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally.

      Under the overall supervision of the Chief of Security and Safety Section, the Security Officer is required to perform armed security functions and reports directly to the Security Sergeant/Lieutenant as applicable.

      Responsibilities

      Within delegated authority, the Security Officer will be responsible for the following duties:

      • Provides security coverage of entry points throughout the United Nations complex to prevent entry to unauthorized person(s) and the unauthorized removal of UN property.
      • Screens all personnel, packages and vehicles entering the premises, including clearance through metal detectors; checks packages both visually and by use of x-ray equipment.
      • Identifies and retains custody of weapons entering the premises with the authority to either confiscate or return said weapons upon owners’ exit from the premises.
      • Conducts exterior, watch-tour patrols throughout the compound and annex buildings for the purpose of intercepting unauthorized persons attempting to have gained entry to the premises, reporting all security, fire and safety violations to the
      Security Control Centre.
      • Implement the proper application of SSS policies, Standard Operational Procedures, post-specific instructions and other guidance provided.
      • Provides information and directions to all persons associated with the organization.
      • Controls, identifies and clears pedestrian and vehicular traffic entering and exiting the premises; maintains log books and records as required.
      • Maintains alertness for any potential or actual breaches of security and any disturbances or unusual activity; and reports these immediately.
      • Ensures that all UN property being carried from the complex is checked for appropriate
      documentation.
      • Performs all other related duties as assigned.

      Education

      A High school diploma or equivalent is required.

      Work Experience

      A minimum of two (2) years of relevant experience in police or a minimum of three (3) years of relevant military experience is required. A relevant first-level university degree with a minimum of two years of experience in the relevant security field may be considered in lieu of the police or military experience.

      Languages

      English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA.

      For this position, fluency in English is required. Fluency in Arabic is required.

      Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.

      Assessment

      Applicants meeting the requirements of the post will be invited to sit for written and practical tests.

      Evaluation of qualified candidates will include a series of assessments including the following but not limited to:

      1. Physical fitness assessment;
      2. Written technical assessment;
      3. Competency-based interview;
      4. Psychological assessment;
      5. Firearm test simulation;
      6. Medical exam including toxicology test.

      Candidates must pass each stage in order to progress to the next assessment to be considered for possible recruitment.

      This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules.       This position is available for one year from the date of appointment/assignment. Extension of the appointment/assignment is subject to the availability of the post or funds, budgetary approval, extension of the mandate, continued need for services, and satisfactory performance.

      Once on board, and in order to be considered for continued employment, officers will be required to obtain and maintain valid host country licenses, not limited to: Driving License and Firearms Weapons Permit.

      Candidates must be in excellent physical and mental condition. Passing the entry security officer test is a prerequisite for recruitment consideration as a security officer in the United Nations. This written technical assessment will be administered locally only at the United Nations. Candidates invited to take the test will be responsible for their own travel and staying expenses.

      Officers will be required to work weekend, holidays, overtime, and on various shifts. Officers will be required to remain compliant with the specified Service Dress and Bearing manual and in accordance with the relevant host country law enforcement Standards.
