- Serves as the ORNL OPSEC Program Manager responsible for the planning, development, promotion, and management of the ORNL OPSEC Program per DOE Order 471.6, Information Security.
- Chairs the Laboratory OPSEC Working Group meetings and facilitates the group’s activities and purpose.
- Conducts the OPSEC Analysis (“process”) as documented in National Security Presidential Memorandum (NSPM) 28, as well as develops and maintains all program documentation.
- Assists in the conduct of ORNL’s other Information Security Programs, such as CMPC, TSCM, and IOSC.
- Receives authority to conduct inquiries as an Inquiry Official (IO).
- Integrates with complementary security disciplines across the laboratory, including, but not limited to personnel security, cyber security, classification, physical security, and similar in the promotion, advancement, and implementation of OPSEC.
- Performs an OPSEC review of information or data related to foreign nation visits/access, procurement efforts, public release of material, and similar.
- Develops and conducts training for the ORNL OPSEC Working Group and ORNL OPSEC Working Group Strategic Committee and other program awareness information for staff consumption.
- Possesses a thorough knowledge of security and information protection procedures, principles, and requirements, such as classified subject areas, controlled unclassified information, and personnel security.
- Performs analysis to evaluate and develop risk-balanced decisions concerning the protection of sensitive information, assets, and programs.
- Establishes effective working relationships with state, local, territorial, federal, or private sectors as well as ORNL and DOE management for the integration or collaboration of OPSEC objectives.
- Displays exceptional interpersonal skills: ability to remain professional and tactful under difficult circumstances and articulate security recommendations and requirements.
- Supports the implementation of other Safeguards and Security requirements to ensure compliance with applicable DOE Orders, such as 470.4B, Safeguards and Security Programs.
- Creates and maintains OPSEC related procedures for ORNL staff.
- Performs other tasks as requested/required by Management.

- A bachelor’s degree in business, criminal justice or other relevant field.
- A minimum of 8 years of experience in a security related field. An equivalent combination of education and experience may be considered.
- An active DOE “Q” clearance or equivalent.
- Proficient computer skills with extensive experience in Microsoft Office software.
- Excellent communication skills, both written and verbal, to create and maintain large volumes of procedural and program content, deliver presentations to diverse and large audiences, and effectively promote ORNL’s OPSEC program.
- Management of DOE Safeguards and Security related program or prior experience at a DOE facility.
- Completion of OPSEC training.
- Experience with Personnel Access System, Standards Based Management System, ORNLBuy, and RESolution.
- Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

Overview:
We are seeking an Operations Security (OPSEC) Specialist who will focus on implementation, compliance, and management of the laboratory’s OPSEC Program and assist with other Information Security programs including: Classified Matter Protection and Control (CMPC), Incidents of Security Concern (IOSC) and Technical Surveillance countermeasures (TSCM). This will help to ensure that the laboratory’s security interests are maintained in accordance with applicable Department of Energy (DOE) orders, regulations, and other requirements, as applicable. This position resides in the Safeguards and Security Group in the Laboratory Protection Division, Facilities and Operations Directorate, at Oak Ridge National Laboratory (ORNL).
