      The Finance Department is searching for a team-oriented, customer service-driven Senior Accounting Specialist to join the Accounting Team responsible for general service billings, recording and monitoring in the Accounts Receivable Division of the City. This position will perform specialized accounting work of complex difficulty; respond to customer inquiries related to billings. Although it is not required, it is highly desired for the ideal candidate to be fluent in Spanish.The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

      • Bill and collect outstanding accounts receivable due to the City; file property damage claims with insurance companies.
      • Balance cash amounts received against collections report and amounts paid against invoices.
      • Contact delinquent receivable customers by telephone and arrange for payment of overdue accounts.
      • Compile data for customers making inquiries into invoices, payments and collections.
      • Negotiate and write debtor agreements.
      • Review delinquent accounts and refer accounts to City Attorney's office, collection agency or Small Claims Court.
      • Compile evidence for Small Claims Court litigation in the collection of delinquent accounts and represent the City in Small Claims Court actions.
      • Pursue collections on returned checks; prepare journal entries for supervisory review.
      • Inputting and retrieving data into and from the City’s financial system.
      • Updating data to Excel spreadsheets, Access databases and Word documents.
      • Balance, reconcile ledgers, journals, accounting records and reports with control figures, analyze accounts, research discrepancies and prepare correcting entries.
      • Assist in the balancing, processing and reconciling customer deposit accounts; prepare monthly revenue drawdowns, customer refunds and account adjustments.
      • Prepare special and recurring schedules and reports, such as accounts receivable reconciliation and status reports, and statistical analyses.
      • File materials into established files; distribute reports to departments and prepare monthly reports.
      • Proofread complex accounting materials for clerical and numerical accuracy; compile information for a variety of statistical reports and compose routine correspondence.
      • Perform related duties and responsibilities as required

      Experience and Training: Candidates must have experience performing journey-level clerical accounting work, double entry accounting, creating and using basic spreadsheets and word processing functions.

      Knowledge of: Candidates must have knowledge of basic accounting principles; business math; English usage, spelling, grammar and punctuation; advanced account record keeping methods; accounting procedures and terminology; data entry as applied to accounting work; modern office equipment and procedures; personal computer operating method; Enterprise Resource Planning application.

      Ability to: Candidates must have ability to research and analyze accounts receivable records; resolve billing and collection issues perform accurate and appropriate accounting functions; read, understand and apply moderately difficult materials; give accurate and timely information; operate a calculator by touch; operate a keyboard with accuracy; operate a personal computer; knowledge of Excel and Word software; prepare accurate and complete billings and worksheets; prepare clear and accurate reports and statements; establish and maintain effective relationships with those contacted in the course of work.
