- Establishes, reviews, develops and executes key advocacy strategies and plans, translating them into comprehensive proposals that will advance specific UBC and government priorities related to healthcare in BC;
- Provides strategic government relations advocacy and stewardship related to expansion and sustainability of health training programs at UBC, cross cutting initiatives supporting health human resources planning, and targeted health research initiatives;
- Directs, researches, writes or drives the production of reports, policy and briefing documents, and action plans;
- Advises and provides strategic government relations guidance to the VP Health and Faculty of Medicine;
- Leads the development of major proposals and documents for presentation to internal and governmental bodies such as proposals, policy recommendations, stewardship and accountability reports, and issues notes working with program and Faculty leadership and UBC stakeholders as appropriate;
- Influences senior administrators, leaders and key stakeholders to lead, integrate, adopt, and/or champion strategies and initiatives;
- Identifies initiative and proposal implications from different Faculty perspectives, ensuring that leadership teams and key constituencies are in agreement on the path forward;
- Leads project planning, including the development of goals, priorities and objectives from inception through to completion in keeping with the strategic directions set by the government and acts as a liaison with teams responsible with executing strategies;
- Performs in-depth identification of barriers and risks related to implementation of strategic initiatives, delivery or its long-term success; collaborates on seeking cost effective resolutions within project constraints and proposes mitigation strategies;
- Ensures UBC leaders are prepared to engage with government officials and attends meeting between government and university leadership, as required;
- Establishes effective communication strategies to ensure that the provincial government and UBC leaders are aligned and have shared understand of long-term plans and impacts
- Provides strategic and functional recommendations to executive members in the larger context of the proposals enabling long-term cost- benefits;
- Develops strategies to enhance relationships with officials in the Ministries of Health and Post-Secondary Education and Future Skills; works collaboratively with UBC Government Relations team in development of federal strategies and relationships;
- Works closely with Faculty of Medicine Communications Team to ensure communications strategies are in place to promote awareness of University priorities and activities related to the health system, stewardship of government investments, and issues management with all levels of government;
- Communicates, presents and advises on complex issues affecting the Faculty in a clear and accessible way to leaders, partners, and community members;
- Works collaboratively with the UBC Government Relations team in development of relevant institutional government relations strategies for UBC;
- Continually reviews and refines business practices to ensure operational alignment with government mandates;
- May provide strategic government relations support to other health deans and school directors as appropriate;
- Performs other duties as required
- Strong awareness of health sector and post-secondary issues and relevant government structures and initiatives.
- Familiarity with the activities and culture of a major research university is desirable. Knowledge of UBC’s organization, structure and personnel is an asset.
- High degree of diplomacy and discretion and ability to provide strategic advice and determine appropriate courses of action. Ability quickly grasp the scope of specific issues and potential impacts on the organization.
- Ability to establish a high level of rapport and trust with senior management within the University, senior bureaucrats within government ministries, and other relevant health system stakeholders as required.
- Collaborative, team-focused working style is critical, utilizing judgment and sensitivity in presenting issues.
- Excellent oral and written communication and project management and business planning skills. Ability to plan and support high level meetings.
- Experience working within an organization with a health mandate is desirable. Developed interest in public affairs, public policy and the operations of different levels of government.
- Flexibility and ability to manage quickly shifting priorities. Travel between Vancouver and Victoria will be required.

Job Summary
This position provides strategic leadership and tactical advice to the Faculty of Medicine and VP Health related to long-term planning, proposal development and program implementation in order to enhance and maintain support for UBC’s health programs and health research and achieve educational mandates set by the provincial government.
This includes being responsible for the identification of issues, opportunities and implementation of initiatives that promote and support the mandate of the provincial government, and supporting the implementation and evaluation of institutional initiatives.
The position works independently, and in collaboration with the External Relations Portfolio in developing and enhancing relations with local, provincial and federal government officials. Acting as a key advisor to the Dean and Vice President Health and other leadership within the Faculty of Medicine and UBC, this position ensures FoM and UBC health program leaders are prepared and supported in advancing and implementing governmental advocacy priorities and stewardship activities.

Consequence of Error/Judgement
The role is responsible for handling highly sensitive issues requiring strict confidentiality, judicious management of information and tactful decision-making. This position is important in the University's relationships with all levels of government. In addition to the high level of tact and discretion, the incumbent ideally has a strong knowledge and understanding of the health ecosystem, and issues facing government, the university and the post-secondary education sector. Because this area is charged with building and maintaining relationships with government and health sector leadership, improper advice or actions could result in severe damage to the University's ongoing relationships with governments and health system stakeholders, which could have reputational, financial and political repercussions.Working Conditions
Dynamic high-volume office environment with shifting priorities at times. Weekends and out-of-business hours may be required in case of urgent emerging issues. Incumbent may be located in either Vancouver or Victoria, but travel between will be required.
Supervision ReceivedThe position is independently responsible for the day-to-day operation and receives strategic direction from the Dean and Vice President Health and the Managing Director, Faculty of Medicine.
Position will work closely with, and may take direction from leadership within UBC External Relations.

Manages and provides direction to shared administrative assistant.
Minimum Qualifications
Undergraduate degree in a relevant discipline. Master’s degree preferred. Minimum of eight years of related experience, or the equivalent combination of education and experience.
