Conduct data analysis as it relates to laboratory testing for the Diagnostic Laboratory Network and leverages results to inform evidence-based decisions
Create provincial and regional dashboards of operational key performance indicators (KPIs) for the Network and monitors KPIs in order to proactively flag and mitigate potential issues
Organize material for the development, implementation, and communication of operational processes and procedures to meet Network priorities
Collate data, performs ad-hoc analyses and communicates key insights, findings, and trends for various stakeholders in OH, and across ministries and agencies
Deliver high-quality communication, slide decks, reports, briefing notes, dashboards, data visualizations, and briefing notes to ensure key senior stakeholders have access to accurate, relevant, clean, and timely information
Create analytic products (including performance standards, metrics, targets, scorecards, technical reports, plain language documentation, infographics, and decision-making tools) to support knowledge sharing and planning for the Network
Build automated solutions to create standardized datasets, and increase efficiency for reporting and analytics
Design, manage, and oversee the maintenance of data tools, templates, business processes, and automated solutions
Implement business intelligence rules, optimize data processes, and proactively identify and implement ongoing data quality improvement opportunities
Lead the development and implementation of broader data quality initiatives by engaging key stakeholders and facilitating ad-hoc meetings
Partner with stakeholders to coordinate the optimization, development, and maintenance of a performance management system for laboratory testing
Collaborate with team members and uses best available information to make decisions that help successfully resolve issues related to performance and analytics
Provide operational support for issue resolution and service request management; when needed, perform root cause analysis; identify improvements, simplify, and document processes
Build relationships with Ontario Health stakeholders impacted by laboratory medicine and acts as an inter-agency liaison to respond to performance and analytics related inquiries for the Network
Maintain subject matter expertise on specific data assets to support the needs of the organization
Ensure processes, analyses, and reporting products adhere to Ontario Health's data protection and privacy procedures
Oversee and train junior analysts in completing operational reporting, ad hoc queries and data requests as required and may complete such reports as required
Perform cross-functional and/or other duties consistent with the job classification, as assigned or requested
Contributes to organizational efforts and initiatives, as appropriate, to enhance Ontario Health's mission, values, and goals
Master’s degree in Business Administration, Operations Management, Health Informatics, Data Analytics or a related health care field
4-8 years of experience working with health care data, quantitative analysis, and reporting applications
Project Management (PMP) Certification is an asset
Laboratory-related experience is an asset
Have practical experience in data preparation (data cleaning, quality control, and maintenance with attention to accuracy), data analysis, and statistical tool sets including but not limited to SQL (queries, views, stored procedures, functions), SAS, R, Python, with the ability to write queries to perform data analysis and understand data models
Highly proficient in MS Excel (data manipulation, advanced formulas, and pivot tables). Including ability to manipulate data with spreadsheets, databases, and other analytics software
Extensive experience with tools such as Access, SSRS/PowerBI Report Builder, SharePoint, and Power Platform (especially Power Automate, PowerBI, and PowerApps)
Ability to design robust, reusable, and scalable data solutions and to automate ingestion, processing, and delivery of batch data (ETL)
Knowledge and adherence to privacy and confidentiality policies to protect data and information sources
Experience working with population and health data (e.g., ON-Marg, PCCF, Postal Code Crosswalk, OLIS, HDCS/DBC)
Project management and/or strong organizational skills to process large volumes of detailed information, deal with ambiguity and manage competing priorities in a fast-paced environment with a learning and growth mindset
Strong written, verbal, interpersonal, and stakeholder relationship management skills, with the ability to build relationships, engage and develop analysis with/for diverse stakeholders (technical and non-technical, executives, senior program leads, laboratory partners and other external partners including Ministry of Health), solve issues as they arise, and help implement change
Ability to distill and clearly communicate complex concepts and topics
Demonstrated ability to be highly motivated, work effectively in both a team setting and in a self-directed manner with minimal supervision
Dedicated to promoting collaboration, team development, a positive work culture, and organizational health
Knowledge in health care system performance measurement, health information systems, metrics, reporting, data analysis, and data interpretation
Strong attention to detail and commitment to high quality work through consistency and accuracy

Consider this opportunity.The Senior Analyst, Performance Management is a strategic and hands-on role that is central to the performance and analytics of the Ontario Laboratory Medicine Program. Reporting to the Manager, Performance Management & Analytics, the Senior Analyst is tasked with developing insightful data analysis and reporting on emerging provincial laboratory medicine issues, high-quality priority initiatives, and testing programs. Utilizing Ontario’s health administrative databases and other analytical tools within Ontario Health, the Senior Analyst will support the development of data visualizations, report on key performance indicators (KPIs), link variables against currently available provincial datasets, and provide advice on measurement, evaluation, and data collection strategies to enhance provincial data elements
The Senior Analyst will use their technical data analytical skills and their knowledge of Ontario’s health care data to support the analyses of administrative and clinical data to identify areas of Ontario’s health care system that suggest quality gaps between current practice and optimal care. They will present and perform descriptive analyses on populations and service areas of interest, examine and interpret regional and institutional variations in utilization and outcomes, and compare data and performance with those of other health care systems. They will identify and leverage the findings of relevant existing published research and combine these with their own primary data analysis to develop analytical plans and reporting products. They are responsible for recommending courses of action and implementing resolutions to complex data problems.
The Senior Analyst will develop analytical tools and resources using health administrative and clinical data sources, create internal and external information products, and derive actionable insights to support quality improvement and performance management. They will work in cross-functional teams with stakeholders with varying degrees of technical knowledge to identify analysis requirements and prepare and analyze data to support other initiatives within the Ontario Laboratory Medicine Program. In collaboration with the Lead and Manager, they are also responsible for communicating information to contacts across Ontario Health, as well as to external stakeholders, subject matter experts, and organizations such as various Ministry departments and laboratory partners
