      Job Description:

      As an integral part of a dynamic Information and Business Transformation team reporting to the Deputy Chief Operational Support, as a Senior Business and Systems Analyst within the Toronto Paramedic Services, the successful candidate will be responsible for providing business intelligence (BI) including geospatial analysis and data services for turning data into critical information and insights that can be used for making sound business decisions. These sound business decisions are a foundational part of a collaborative team working on large-scope transformational projects. You will be utilizing leading edge tools and techniques and be presented with exciting learning opportunities to further develop your skills. The primary functions associated with the role include, but are not limited to the following core services:

      Major Responsibilities:

      • Leads Business Transformation by working together with business stakeholders and recommending strategies to achieve business change.
      • Provides client-driven, value-added business consulting expertise to a portfolio of diverse projects in the division.
      • Provides analysis results and proposal recommendations to stakeholders; chairs meetings and promotes systematic discussion of complex topics.
      • Leads continuous improvement initiatives from concept through to implementation and benefit realization.
      • Builds strong relationships with team members and establishes partnerships with senior business stakeholders.
      • Participates in the hiring of resources, motivates and coaches team members, ensuring effective teamwork, high standards of work quality and organizational performance.
      • Achieves a high degree of client satisfaction by identifying user problems/needs and recommending solutions – supported by clear documentation that is understood by both business and technical audiences.
      • Recommends business solutions that optimize the user experience and satisfy stakeholder needs, continually exploring and assessing options for value-add for users.
      • Identifies, analyzes, rationalizes and optimizes business processes in an agile manner by interviewing, documenting and facilitating business process review.
      • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
      • Prepares reports to management supporting recommendations on changes in technology solutions, business methods and business processes including appropriate staffing levels and resource allocation.

      Business Intelligence:

      • Lead development of Extract, Transform, Load (ETL) processes, and tools.
      • Design, build, test and deploy BI/GIS system improvements.
      • Analyze user requirements and based on findings, design functional specifications for BI/GIS front-end applications.
      • Develop sematic layer, metadata, reports, report definitions, visualizations for requested projects.
      • Develop and maintain technical or procedural documentation.
      • Provide and apply quality assurance best practices.

      Data Science:

      • Create informative visualizations that intuitively display large or complex data relationships.
      • Collaborate with teams to design data warehouses, data mining or analytic architectures, master data development, data analysis methodologies, predictive models, or other data related strategies to solve critical business problems.
      • Acquire data from primary or secondary data sources or leverage existing data sets to create new data assets and maintain assets according to established business rules and data governance practices.
      • Assist with improving data quality through use of data analysis and tools.

      Freedom of Information Requests and Open Data:

      • Create queries and supply statistical data to fulfill information requests.
      • Organize, supply and maintain datasets for Open Data portal or other public facing.
      • Ensure products comply with organizational policies and laws such as PHIPA, MFPIPA and FIPPA.

      Key Qualifications:

      1. Considerable experience in data analytics, creating dashboards and data visualizations.
      2. Experience using MS Office (Word, Excel etc.) and Visio, relational database management systems (e.g. Microsoft SQL Server, Oracle Database, MySQL, etc.), and business intelligence tools (e.g. Qlik, SAS Business Intelligence, Tableau, etc.).
      3. Post-secondary graduate in Information Management, Information Technology, Business, Public Administration or other discipline pertinent to the job function, or an equivalent combination of education and experience – post-graduate degrees are considered an asset.
      4. Extensive analytical conflict resolution and problem-solving skills.
      5. Strong organization skills with the ability to handle multiple tasks and projects concurrently and meet deadlines.
      6. Ability to provide oversight to assigned project staff, ensure effective teamwork and high standards of work quality and organizational performance while encouraging continuous learning and innovation in others.
      7. Ability to prepare, organize and present project documentation to senior management (e.g. business cases, feasibility study, project plans, cost benefit analysis, etc.). Project management experience considered an asset.
      8. Excellent interpersonal, verbal, presentation and negotiation skills complemented by a successful track record in building credibility and consensus among senior stakeholders.
      9. Proven ability to work well independently, with minimum supervision and also function well in a team environment, with frequent contact with people at all levels of the organization.
      10. Ability to identify risks by thoroughly assessing implications of proposed solutions.
      11. Knowledge of emergency medical services system and paramedicine is considered an asset.
      12. Excellent interpersonal, verbal, presentation and negotiation skills complemented by a successful track record in building credibility and consensus among senior stakeholders.
