      The Senior Specialist will support the Manager and Senior Manager of Compliance & Enforcement ensuring that all granted activities are compliant to NEOM laws and regulations in the fields of construction, permitting and licensing from the initiation of the construction works to decommission of the land use, buildings, closure of the activity and re-instatement of the land to the original condition.

      Job Description

      • Implement and execute the compliance and enforcement rule in terms of the Planning Regulations (interim and end-state).
      • Utilize current or future systems that detect changes on the ground and use artificial intelligence and advanced surveying tools.
      • Monitor, inspect and analyze all construction activities and establish if there are any cases of non-compliance.
      • Detect instances of non-compliance, infringement, encroachments of all LUPs and Master Plans and notify the relevant stakeholders and responsible authorities.
      • Raise compliance and safety violations and inform the compliance and enforcement authority for necessary actions to be taken and issue non-compliance reports.
      • Ensure that non-compliance cases are remedied and resolved within and escalate any cases of non-compliance which are not resolved.
      • Collaborate with the municipal inspectors to control on-site activity.
      • Investigate all possible infractions to the law, planning regulations, or any approved plan.
      • Deal with the procedure to determine fines and fees.
      • Ensure the compliance of the full life cycle of permits, from the utilization and occupancy of the land or development, until the decommission and expiration of said permit.
      • Ensure correlation and compliance across departments as well as with environmental objectives.
      • Provide experience and input to other workstream as necessary to ensure a lean fit for purpose organization.

      Qualifications

      • Bachelors or Diploma in compliance/administration/law/engineering related subject
      • 5+ years of experience in authority or private sector land use compliance and enforcement
      • Understand public regulatory structures and demonstrates experience interfacing with regulators and stakeholders.
      • Strong analytic assessment capacity
      • Capacity to negotiate with stakeholders to contain risks and encourage remediation with flexibility to assess modifications due to the greenfield nature of the projects but decisiveness to set responsibility boundaries.
      • Experienced in procurement and contracting practices and principles.
      • Proficient in English, professional Arabic is an advantage.
      • Proven experience working in international multi-cultural organizations valuing diversity and inclusion.
      • Excellent managerial skills with flawless capacity to communicate to all management levels.
      • Membership of a recognized professional association is desirable.
