- Champion the use of construction safety best practices and drive to a zero-incident safety culture on all projects. Ensures EH&S plans are developed and implemented to meet EH&S goals, including the execution of the Program Construction Safety plan.
- Plans, directs, and leads the efforts of the Construction Management team to achieve project targets for cost, cycle time, safety, productivity, and operability.
- Capable of operating as a construction expert as well as a team member to ensure the best available industry practices are implemented from concept to inception of the project at hand.
- Guide contractual disputes with Adopts a fair and reasonable approach. in dealing with contractual disputes. Assist with Reviews and analysis of all claims submitted by the Contractor.
- Responsible for providing overall field contract administration and coordination of a diverse group of contractors. n a mega program or mega project of a diverse and complex nature.
- Demonstrate proactive awareness and reporting of the overall progress of the project and work closely alongside the contractor(s) to mitigate against program risks.
- Coordinate interfaces with Work alongside the project team and Main Contractor(s) and EPCm. (if applicable) to coordinate all interfaces between including the different contractors working on and adjacent to the other construction plots within the Terneuzen Site.
- Reviewing project standards, methodologies, and documents to assure the submitted construction plan, specifications, resources allocation, machinery and equipment are compatible and aligned with the overall project objectives and directing to the optimum construction methodology of the project.
- Responsible for hiring, supervising, mentoring, professional development, and evaluating staff. Supervises assigned staff to verify that the Program activities are monitored and controlled.
- Creates, applies, and shares best practices to identify and drive cost-effective solutions for the strategic and tactical delivery of a construction project. Applies influence, strategy, and decision-making to drive solutions and schedules.
- Define opportunities to minimize Construction costs through proper planning, technology application and constructability techniques.
- Provide construction expertise during Front End Loading (FEL) of a project.
- Ideally, knowledgeable with the Advanced Work Packaging (AWP) work processes
- Provide input to the contract labor strategy – unit rate, lump sum, time and material or a hybrid contract.
- Provide input to the preliminary construction schedule and labor resources.
- Drives utilization of Dow’s best practices and Most Effective Technology (MET) on all projects.
- Coach and mentor Construction personnel within the team.
- Help and support the CSU Program leader to facilitate work processes for Pre-commissioning, Turnover, and Commissioning transition. And set up a role and responsibility matrix.
- A minimum of a Bachelor's Degree or Construction equivalent experience is required. Degree disciplines in Engineering or Construction Management are preferred.
- Minimum 10 years of industry experience managing and delivering large and/or complex construction projects to a high standard, spread between Brownfield and Greenfield working environments.
- Demonstrate effective leadership and high commitment in order to achieve goals.
- Familiar Experience with contractual matters related to construction projects and good working knowledge of the Lump Sum, Unit Rates and Time and Materials Contracts.
- Proficiency in English communication (both written and spoken), and a functional command of spoken Dutch. Excellent English communication skills (written and spoken); a good command of Dutch (spoken).
- Proven experience working to tight deadlines within a changing environment.
- Strong interpersonal and communication skills.
- Displays excellent judgment, assertiveness, and diplomatic skills.
- Ideally, knowledgeable with the Advanced Work Packaging (AWP) work process is preferred.
- Proficient use of Microsoft Office suite, including MS Word, MS PowerPoint, MS Excel and other scheduling programs (e.g., MS Project).
- Must be authorized to work in the country where the position is located. Relocation may be considered.
- Should be open to relocating within the EMEAI region, if necessary, particularly after the Netherlands project concludes.

About you and this role
Dow has an exciting opportunity for a Program Construction Manager. The Technical Expertise & Support (TES) organization is seeking an experienced Construction Manager to safely execute field construction of the PATH2ZERO (TNZ P2Z) Program. This position will have a primary office location in Terneuzen, The Netherlands.
Dow’s Terneuzen PATH2ZERO Program consists of multiple projects aimed to achieve a CO2 reduction of 42.5% by 2030 and is part of the Multi Generation Plan to achieve carbon neutrality by 2050.
As the Program Construction Manager you are ultimately responsible for the complete P2Z (Path-to-Zero) Program Scoping and safe field execution, located at the Terneuzen Site in the Netherlands.
The role of the Dow PATH2ZERO Path to Zero (P2Z) Program Construction Manager requires strong interpersonal, communication and organizational skills, the ability to self-direct, a background in engineering and construction of Petrochemical projects, operational requirements and an emphasis on Program/construction management acquired from Large to Mega Projects (minimum €500MM).
As the Program Construction Manager you have the overall responsibility for supporting Stage 2 (Project Definition) and Driving Stage 3 (Project Design and Construction) Construction deliverables identified in Dow’s Global Project Methodology (GPM). This role is part of the project steering team and must provide construction planning and execution knowledge to enable decisions on key project execution strategies, also in an EPC Outsourcing environment.
As the Program Construction Manager you will coordinate & interface with Chennai and Houston DOW Engineering Centers and is expected to support and drive Constructability Reviews, Development of Program Construction Plans (CEP, CQP, CHSEE, Marshalling and Materials Management Plans), participate in Bid Reviews and Contractor’s assessment Panels and Selection, and resourcing the Program with skilled Construction Management team members.
As the Program Construction Manager you will be a relentless advocate for managing a safe worksite. Safety is one of the four main pillars of DOW, joined by Quality, Schedule adherence, and Cost Management. The Program Construction Manager will also collaborate with DOW Leadership Team, from Project Engineering to Contracts, Procurement, Maintenance and Operations, and other internal groups to maintain the corporate vision and goals for the Program.
