- The Senior Contract Officer prepares and manages the full tendering process and is required to research and prepare bidders lists and supply sources; prepare and issue bid documents; evaluate bids and liaise with Engineering, Quality Assurance, and Legal etc. to finalize overall evaluation recommendation; negotiate with suppliers to achieve the best overall agreement that meets budget and schedule targets; select or recommend suppliers to senior management; ensure all requisite approvals are obtained; and complete and execute contracts or purchase orders.
- The Senior Contract Officer is also responsible for managing contracts, as assigned, and is required to manage contracts and relationships between the buyer and seller; manage communication between and actions due by both parties, including scheduling meetings; document decisions and events; coordinate the change order process and all requests for change orders in relation to contract obligations; ensure application of all contract terms; monitor, document and report on supplier performance and manage supplier performance improvement plans; monitor payments to supplier; and resolve contract disputes.
- The role involves extensive phone and e-mail communication and meetings to ensure that goods and services arrive as needed at various locations per shipping or construction schedules; ensure requisite approvals and document requirements are obtained, both internal and from suppliers; and input data into the Procurement database and department records and files, as required. Database tracking and careful documentation of progress on issue resolution is critical.

- Comprehends and interpret both conventional text and legal terminology and documentation.
- Understands basic technical issues and documents and leads and coordinates communication for multiple and/or large contracts.
- Quickly understand and properly appreciate problems and swiftly addresses them.
- Prepares procurement and contract documentation that is clear and concise and communicates effectively with technical representatives, Legal, Security, Occupational Health & Safety, as well as suppliers, contractors, and professionals in varying fields.
- Demonstrate a solid understanding of procurement and contract administration principles.
- Experience with Canadian competitive bid law and contract law as it applies to procurement.
- Experience applying commercial and contractual formats and specific terms and conditions.
- Creating and maintaining strong supplier relations.
- Adhering to and enforcing policies, procedures, and contract obligations.
- Experience in the procurement of a wide range of goods and services, including construction and industrial services and commodities.
- Experience working in a technical and regulated environment or the nuclear industry is considered an asset.
- Experience with an automated procurement system, ideally Oracle, is considered an asset.
- Proficiency in the use of Microsoft Office Suite (Word, Excel, and Outlook).
- Post-secondary education in business or engineering with seven (7) years or more experience in procurement and contract administration, or relevant combination of education and experience.
- Professional certification or training in procurement and/or contract administration.
- Technical background or demonstrated understanding of engineering and/or construction contracts is an asset.

The Senior Contract Officer is responsible for the procurement of material, equipment, and services for various project requirements and managing the procurement process and related deliverables in a timely manner. The Contract Officer plays a key role as the team lead for procurement related issues and is responsible for ensuring compliance with technical, quality assurance and project requirements, while observing the requirements set forth in procurement procedures. Responsibilities encompass leading a diverse client base in support of all types of contract categories and procurement of goods and services for nuclear safety-related equipment, systems and structures including construction, engineered and complex requirements.

• Reliability Status with Site Access Security Clearance (SASC) which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom.
