- Perform on-demand, large-scale exploratory and targeted data research and analysis using integration and analysis tools.
- Apply statistical analysis and modeling for applications.
- Use leading-edge data analytic techniques to analyze large data sets and deliver innovative, analytically sound results.
- Design and interpret data-intensive applied research using various data sources to support divisional program decisions.
- Plan and develop methods for collecting, organizing, analyzing, and interpreting data for decision-making.
- Develop prototypes, proofs of concepts, algorithms, predictive models, and custom analysis.
- Use various data-intensive programming languages and statistical software packages.
- Apply GIS/spatial analysis, web hosting, and graphical user interface (GUI) development and editing.
- Implement detailed plans and recommend policies/procedures for program-specific requirements.
- Plan and develop methods for collecting, organizing, analyzing, and interpreting data for decision-making.
- Apply multi-disciplinary concepts to develop and implement innovative solutions to complex problems.
- Ensure data-related activities align with the Division's and City's strategic plans and are produced in a timely and efficient manner.
- Research best practices and prepare briefing notes, technical documentation, and reports to support data management, analysis, and dissemination.
- Provide input into and administer assigned budgets, ensuring expenditures are controlled and maintained within approved limits.
- Participate in planning and developing long-range objectives for the division and in organizational and management change initiatives.
- Manage all aspects of contracts with consultants and contractors, including preparation of contract documents, tenders, contract award recommendations, and progress monitoring.
- Develop, maintain, and implement data management, deployment, and use strategy for the division with a focus on employing existing data assets in new ways and leveraging novel, dynamic data sources for evidence-based decision-making.
- Supervise, motivate, and train assigned staff in data gathering, use, and analytics.
- Foster successful relationships and synergies with divisional staff and partners through consultation, mediation, and communication.
- Work with internal partners (Toronto Employment & Social Services, Children’s Services, Shelter & Support Services, and Housing Secretariat) and external partners (TTC, Metrolinx), including private sector (SalesForce, ActiveNET) collectors, disseminators, and analysts, to collect and analyze data.
- Develop and implement data collection, management, analysis, and dissemination strategies with partners.
- Post-secondary education in computer engineering, Information/Data Management, Statistics, Computer Science, Economics, Mathematics, or a related field, or an approved equivalent combination of education and related experience.
- Extensive experience leading projects in data analytics, reporting, data science, applied research, machine learning, or a related field.
- Extensive experience in data solutions role in relational database environments (e.g., Oracle, SQL Server, etc.).

Advanced proficiency in statistical computing and programming languages (e.g., SAS, SQL, etc.).

Advanced proficiency in geospatial software/tools (e.g., ArcGIS, MapInfo) and analysis.

Advanced proficiency in visualization/dashboarding tools (e.g., Tableau, PowerBI, ESRI, etc.)

Advanced proficiency in content development and design for the Web, accessibility, user experience best practices, and search engine optimization.

Advanced proficiency in WordPress, HTML, CSS, and/or JavaScript as it relates to responsive web design, user experience, cross-browser compatibility, and accessibility.
- Excellent oral communication, writing, presentation, and interpersonal skills, to deal effectively with technical staff, business unit staff, and senior management.
- Ability to exercise discretion and judgment with confidential information pertaining to service users, operators, and staff.
- Exceptional ability to seamlessly distill very technical concepts to business users and vice versa.
- Strategic thinking skills, with the ability to develop recommendations that advance the organization and improve service to the public.
- Exceptionally self-motivated and directed approach, with a keen attention to detail and organization.
- Political acuity with knowledge/leadership in government innovation.
- Ability to travel to various City of Toronto office locations for stakeholder meetings.

This role is pivotal in driving our mission to optimize service navigation and improve access to benefits for vulnerable populations.
Who are we? Human Services Integration (HSI) is a strategic framework designed to streamline business processes and program development through a multi-divisional partnership lens. Our goal is to minimize the barriers by enhancing access to the benefits and services offered through the City.
The role? The Senior Data Solutions Integrator will support senior leadership in making informed decisions, setting priorities, and measuring success. This role requires both leadership expertise as well as a strong technical expertise in data science and data analytics. This role involves managing large-scale data sets, leading data-driven initiatives, and developing innovative solutions to support the division.
