      Basic Purpose

      Support the Enterprise Data Governance (EDG) Office in the development of information lifecycle management requirements, guidelines, and best practices for effectively managing enterprise data across the end-to-end data lifecycle. Provide guidance to stakeholders on the collection, discovery, management, access, use, security, retention, and retirement of data assets. Understand business needs and identify opportunities to mature information lifecycle management capabilities.

      Support the Enterprise Data Governance (EDG) Office in the development, implementation, and management of Navy Federal’s data governance policies, standards, and procedures. Assist in implementing and managing frameworks designed to identify, evaluate, and manage data governance controls across the organization or a particular business. Identify, measure, and report on compliance with data governance requirements.

      Responsibilities

      • Support the drafting, publishing, managing, and monitoring of information lifecycle management requirements in collaboration with key stakeholders including Information Security, Records and Information Management, Procurement, and Information Services.
      • Develop guidelines and best practices in collaboration with EDG office workstreams for effectively managing enterprise data across the end-to-end data lifecycle
      • Support the development of information lifecycle management metrics in partnership with key stakeholders
      • Provide advisory services on implementing information lifecycle management capabilities within a business area or across the organization
      • Collaborate with key stakeholders to ensure information lifecycle management controls are implemented throughout the discovery, maintenance, access, use, security, retention, and retirement of data assets
      • Provide technical training and documentation on information lifecycle management guidelines, procedures, and best practices
      • Collaborate with key stakeholders in Information Services, Information Security, Mission Operate, and Mission Data to align and drive Navy Federal's data quality and information lifecycle data governance strategies with Navy Federal business, Information Security, and Information Services strategic goals
      • Perform data quality control assessments
      • Support the development of data quality metrics in partnership with key stakeholders
      • Provide advisory services on implementing data quality capabilities (e.g., including data profiling, data quality checks, data quality strategies, data issues, data quality monitoring) within a business area or across the organization
      • Provide technical training and documentation on data quality policies, standards, procedures, and capabilities in collaboration with EDG workstreams
      • Provide requirements for optimizing data quality processes and data quality technology solutions
      • Perform analysis on data quality trends across the enterprise
      • Conduct research on industry best practices for data quality management including data quality methodologies, frameworks, issue management, tooling, and reporting
      • Define metadata requirements, standards, and best practices for metadata repositories and solutions
      • Providing ongoing support for metadata implementation, testing, and integration
      • Conduct metadata management training
      • Provide technical training and documentation in support of metadata policies and procedures
      • Provide advisory services on increasing quality, accuracy, and completeness of metadata
      • Establish requirements and provide best practices for capturing end-to-end data lineage
      • Develop metadata metrics for monitoring
      • Support the development of guidelines, job aids, and best practices for effectively governing Navy Federal enterprise data.
      • Partner and coordinate implementation of EDG and InfoSec policies, standards, and procedures with key stakeholders (e.g., Information Services, Enterprise Risk Management, Records and Information Management, Legal)
      • Provide data governance training in collaboration with EDG Office workstreams (Data Governance Program Management; Metadata; Management; Data Quality; Information Lifecycle Management).
      • Support the development of EDG data governance control assessment processes and procedures
      • Perform data governance control assessments
      • Provide advisory services to business stakeholders on policy compliance
      • Effectively communicate and present policies, standards, and procedures to business stakeholders and articulate data governance solution requirements to internal and external stakeholders
      • Help define and monitor policy compliance metrics, determine compliance gaps, and recommend/implement changes to improve operations related to data governance compliance
      • Support the preparation of responses to regulators, internal and external audits as well as management inquiries
      • Identify data governance related regulatory and contractual constraints by Legal, Regulatory Compliance, and Procurement in partnership with Ecosystem governance.
      • Perform other duties as assigned

      Qualifications

      • Bachelor’s degree in Computer Science, Information Technology, or related field, or the equivalent combination of education, training, and experience
      • Significant experience in one or more of the following: data engineering, enterprise data lake design & build, data warehousing, master data/reference data management, data protection, data retention, access controls, etc. at the enterprise level in a large multi-function organization, preferably at a large financial services organization
      • Significant experience in one or more of the following: data profiling, data quality strategies, data quality rules execution, data quality metadata, data quality issue management, and data quality monitoring
      • Significant experience in one or more of the following: data engineering, enterprise data lake design & build, data warehousing, master data management, metadata management, data lineage, data visualization, and software development
      • Significant experience in a legal, risk, compliance, or audit role
      • Strong troubleshooting skills and ability to identify root causes of issues and provide solutions
      • Self-motivated and proactive, able to learn quickly and apply new concepts, tools, and applications
      • Demonstrated ability to solve complex system/integration problems through innovative solutions

      • Working knowledge of internal audit/audit readiness processes and best practices, preferably in a financial institution
      • Advanced organizational, planning and time management skills
      • Working knowledge in building data integration processes across common platforms (e.g., Service Now, Pega, SharePoint Online, PowerBI, Salesforce, etc.)
      • Working knowledge of data interpretation, qualitative and quantitative analysis
      • Working knowledge of Python, R, and/or Scala
      • Working knowledge of SQL and querying (able to pull/transform your own data)
      • Familiarity with cloud computing technologies such as: Apache Spark, Azure Data Factory, Azure DevOps, Azure ML (Machine Learning), Hadoop, Microsoft Azure, Databricks, AWS, Google Cloud

      Desired Qualifications:

      • In-depth knowledge and experience in Banking/Finance/Investments, familiar with terminology, concepts and business processes and systems
      • Familiarity with industry standards and regulations; Financial sector with banking or credit union experience preferred
      • Familiarity with internal audit/audit readiness processes and best practices, preferably in a financial institution
      • Familiarity with data governance industry best practices

      Navy Federal is now hybrid! Our standard enterprise requirement for a hybrid schedule is to report on-site 4-16 days each month. The number of days reporting on-site will ultimately be determined by the employee's leadership and business unit needs. You will learn more throughout the hiring and on boarding process.

      Salary Range: $85,500 - $146,300 annually

      Navy Federal Credit Union assesses market data to establish salary ranges that enable us to remain competitive. You are paid within the salary range, based on your experience, location and market position.
