- Responsible for serving as the technical liaison between UEM staff, project managers, project professional service providers (PSPs), and contractors during project design and construction phases for UEM piping and equipment installation and associated inspections and testing.
- Preparation of detailed field inspection and test reports for projects for project team members with overall responsibility for such projects, using portable personal computers and software as assigned This includes review of reports prepared by others.
- Interprets and evaluates field equipment data in relationship to the project plans and specifications using specialized tools and instrumentation, and effectively communicates findings with UEM project team members and contractors. Constructively manages conflict when necessary.
- Collaboration with UEM engineers, management, front line supervisors, and all trades to gather useful data and ideas in the implementation of projects through all phases. Demonstrate excellent interpersonal communication skills, both written and verbal.
- Clearly documents and compiles project design and construction issues of concerns, forwards reports to supervisor and project manager, and leads in resolving issues.
- Initiate research and implementation of enhancements to the inspection process to increase efficiency and effectiveness and improve documentation, including but not limited to the build-out of UEM inspection and testing requirements within the UTWorks CPPM module. Create inspection and testing procedures and perform training for UEM staff.
- Follow all University and UEM safety policies and procedures, take required safety training, and identify and report safety hazards. Perform work tasks in a safe manner, follow all University and UEM safety policies and procedures, wear the proper personal protective equipment, and report near misses and incidents. Abide by Utilities and Energy Management's set of core values: Safety, Respect, Integrity, Reliability, Teamwork, and Excellence. Attends staff meetings, safety training or meetings, and job-related training courses. Required to carry University cell phone during work and on-call hours.
- Performs other related functions as assigned. Expected to work at all UT Austin campuses and facilities.
- High school graduation or GED.
- Ten (10) years of experience in skilled level repair and maintenance or construction and installation of industrial, mechanical or utility distribution equipment.
- Fifteen (15) or more years of related skilled level experience in the repair and maintenance and/or construction and installation of industrial plant mechanical equipment and/or utility distribution systems.
- Advanced knowledge of ASME welding codes.
- Experience with high pressure refrigerant chillers.
- Experience with chilled water distribution systems including construction methods for steel and HDPE piping.
- Experience in installing industrial pumps in accordance with Process Industry Practices (PIP)/American Petroleum Institute (API) Recommended Practice 686 for Machinery Installation
- Experience in reviewing and interpreting construction plans and specifications.
- Experience working in a plant or utility within a university or campus environment.
- Experience in using a computer including portable field devices and software systems for documenting work performed, including inspections and testing in the field.
- Experience preparing detailed reports, preparing procedures and training programs
- Demonstrated ability to work well within a team environment.
- Demonstrated effective interpersonal communication and conflict management skills.

Purpose
This position supports the University of Texas (UT) Utilities and Energy Management Department (UEM) in inspecting UEM utility additions or improvements and repairs to existing UEM utilities, and serves as the construction interface for UEM to projects to ensure projects are completed following UEM design standards and do not compromise the integrity of the campus utility infrastructure.
