Job Description
- Req#: 1610
- Provides professional advice and analyses and reviews reports with recommendations to management on the Corporation’s financial performance, new business initiatives, regulatory applications and corporate forecasts.
- Leads the development of the annual operations and maintenance budget using two financial frameworks; a Public Sector Accounting framework and a Rate Regulated Accounting framework. These duties may include:
- Facilitating and coordinating budget training
- Assisting managers with budget questions
- Budget reviews for accuracy and completion
- Recommending changes to budgets and forecast updates
- Develop Senior Leadership and Board reporting documents.
- Leads quarterly and monthly budget variance analyses and forecast updates for all corporate affiliates and divisions. This includes reviewing divisional data and facilitating divisional and corporate review meetings with the Manager of Financial Planning & Analysis, developing Senior Leadership and Board of Directors budget documents.
- Performs impact analysis of regulatory decisions issued by regulatory authorities from a qualitative and quantitative perspective and identifies risks therewith.
- Participate and develop the Corporation’s Phase I and II, General Rate Applications by; developing written evidence, responses to information requests, review of intervener evidence, submission of rebuttal evidence and final argument, as well as issue brief development and witness preparation. Additional regulatory duties may include:
- Acting as project leader for assigned sections of the application
- Coordinate with other GRA project leaders
- Supervise consulting resources
- Design rates to recover the Corporation’s approved revenue requirement
- Manage the Corporation’s Cost of Service Model
- Develops and maintains long-term financing and cash flow models to determine the most appropriate means of realizing the Corporation’s strategic goals and long-term financing requirements.
- Must possess a professional accounting designation and/or a master’s in business administration with 4 years’ related experience, or a degree in business/economics with 4+ years’ related experience. Equivalencies may be considered.
- Must be able to work in a team environment in planning and administering Financial Planning & Analysis’ activities.
- Must possess excellent analytical skills and structured problem solving abilities.
- Must possess excellent interpersonal skills.
- Must have strong organizational skills
- Must possess good oral and written communication skills.
- Must possess strong Microsoft Windows computer skills (MS Word, Power Point).
- Must have advanced Microsoft Excel skills.
- Work experience with Microsoft Dynamics GP and/or BI360 Reporting is an asset.
- Work experience in a regulatory accounting environment or a PSAS environment is an asset.
- Must possess the ability to work independently and as a team player.
- Must possess strong organizational and administrative skills.
- Must have strong presentation and public speaking skills.
- Must possess knowledge of balance sheet, income statement, cashflow forecasting, and accounting frameworks.
- Must have a successful criminal records check.
- Class 5 driver’s license.
Overview
Participates as a member of the Financial Planning & Analysis Group and leads forecasting, planning and the annual budget process and utility rate regulation applications of the Corporation, ensuring compliance with Corporation policies, goals and objectives in these areas. The incumbent will provide oversight and monitoring of activities related to the compiling and preparation of capital and operational material for regulatory and financial reporting purposes.
Develops, and leads quality control reviews for the Corporation’s various forecasts and conducts variance analyses for both management and regulatory purposes. The Senior Financial Analyst also assists in determining the cost of service by rate class for the development of electrical and non-electrical rates and provides advice to internal and external customers regarding rates and the Corporation’s Terms and Conditions of Service.

Qualifications
Salary for this position ranges from $55.83/hr - $67.85/hr, plus a location allowance of approximately $3,823 per annum.
