      Job summary

      To be responsible for the day-to-day operational management and supervision of the Estates Maintenance Team, to provide leadership, technical expertise, and team development, maintaining safe and compliant service delivery and to ensure achievement of service standards.

      The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

      Main duties of the job

        • Responsible for ensuring delivery of building and estates maintenance services for the Trust's portfolio of property, related plant and utilities, contracted out services and minor works projects ensuring compliance with appropriate legislative standards and other guidance notes and within the resources allocated.
        • To provide a safe and suitable built environment for all colleagues, visitors and external contractors through effective management of emergency reactive repairs, planned maintenance whilst delivering continuous improvement
        • Responsible for hard FM service delivery, to develop and provide an efficient, cost effective, customer focussed, fit for purpose estates service.
        • Provide specialist and professional Estates expertise to staff
        • Manage planning for planned preventative maintenance of assets and balancing their level of service in line with their lifecycle plan.
        • To be responsible for the operational management of all estate's services, the planning and co-ordination of reactive and planned maintenance tasks to ensure the Trust achieves statutory and HTM compliance with respect to all aspects of engineering and building services
        • To develop and manage the estates CAFM system
        • Provide expert knowledge, guidance and leadership in the development of the BMS system for role out for larger estate and domestic size buildings.

      The post-holders principal responsibilities and main areas of work are as indicated below.

      Planning and Design

      To ensure the effective operation of the Trusts Building Management System providing expert knowledge, guidance and support in its development and to ensure the safe and timely completion of planned and reactive maintenance of the Building Management System

      Support the delivery of robust, effective and best value management of all Estates service and maintenance contracts, including other performance contracts and Service Level Agreements (SLAs). This will include the determination of the contract specification, terms and conditions, payment arrangements, ensuring the contractors competency to undertake such works and auditing their performance against SLAs and KPIs.

      Manage the undertaking and co-ordination of condition surveys of estates plant and services using the data collected to prepare planning programmes for capital investment, statutory compliance and backlog maintenance and building maintenance to allow for annual EFPMS reporting

      Participate in an on-call rota as necessary this will require working in stressful situations requiring the ability to deal with major and complex operational incidents as they arise.

      Improvement, Monitoring, Policy/Service Development

      Ensure all necessary action is undertaken in relation to Hazard Notices, Safety Action Bulletins and Medical Device Alerts and other such safety notices as they relate to estates services.

      Responsible for the preparation and implementation of Departmental policies and procedures as directed.

      Assist in the preparation of Estates Strategy and Business Planning processes, which will determine how department implements corporate and local objectives in the delivery of estates services.

      Responsible for the selection of new estates equipment within the division. This will require the post holder to research current availability of best available equipment and to evaluate the most cost-effective option available.

      Benchmarking existing services against other public sector bodies and where appropriate, private sector organisations, to challenge working practices consistently and constructively within the division.

      Communication

      Provide expert specialist and professional estates advice and guidance to the capital design section and external consultants on all schemes within the organisation.

      Responsible for ensuring that all delegated works schemes are designed, costed and delivered on time and within budget. This will require close liaison with project staff and external contractors and consultants; negotiating with and organising contractors, suppliers, statutory agencies or utility companies; analysing and evaluating a range of complex multi-disciplinary options whilst working within organisational, financial and statutory parameters.

      Management, Training & Leadership

      Act as line manager for all maintenance staff within the Estates team, supervising both directly employed and external contractors working on a wide range of mechanical, electrical and building systems through the most efficient and effective means possible. This will include selecting and interviewing new candidates, conducting personal development interviews, preparation and management programmes for staff, undertaking disciplinary investigations and hearings etc. Management of the day-to-day operations of the Estates Maintenance Team supervising

      Identify the training needs of all staff under their control. Undertake a lead role in providing mandatory and vocational training for Estates staff.

      Be professionally up to date and to be actively aware of technical developments in the building/estates fields. Undertake continuing professional development to maintain the competency requirements of the post.

      Finance and Budget

      Contribute to the tendering process for all estate work, where formal tendering is required under Financial Procedures

      Act as Authorising Officer and/or AP for delegated activities e.g. working at heights, working with asbestos, confined spaces etc.

      Determine revenue consequences of capital and revenue developments.

      Digital and Information

      Monitor estates planned and reactive works and report on performance against agreed indicators.

      Investigate significant non-compliance and determine methods of improving performance. This will require the extraction and evaluation of complex information from the Estates CAFM system.

      • Knowledge of estates services including but not limited to Electrical Systems, HVAC Systems, Ventilation and Air Conditioning, Boiler Plant, UPS and BMS systems.
      • Knowledge of Hospital Technical Memoranda (HTM's) and NHS Estates & Facilities Alerts, Hazard Notices
      • Knowledge to determine the condition of estates services taking due account of legislative, health and safety, remaining lifespan etc and to determine accurate budgetary estimates for the remedial and or upgrade works necessary to bring the Estate to an acceptable standard.
      • NEBOSH - General Certificate in Occupational Safety and Health.

      Desirable

      • Masters degree in an estates discipline
      • Chartered Status Corporate member of Professional body

      • Experience of maintaining buildings building structures or building services within large, complex sites and managing technical and maintenance staff. Must have some experience of scoping, specifying and delivering revenue schemes.
