      The Senior Management Analyst position is approved to start after July 1, 2025.

      A 2% base salary increase is scheduled to become effective with the first full pay period that begins after July 1, 2025.

      The Position

      The Senior Management Analyst in Moreno Valley's Fire Department Office of Emergency Management is a vital position within the City's disaster management organization. This role is dedicated to enhancing the City's emergency management efforts before, during, and after a disaster. Responsibilities include managing emergency management-related grants, developing and maintaining emergency plans, and contributing to all phases of emergency management.

      Ideal Candidate

      The ideal candidate is a visionary professional with experience in one or more phases of emergency management: mitigation, preparation, response, and recovery. Skills in grants management, budget tracking, plan development, and EOC exercise design are essential. The candidate should possess strong communication, critical thinking, project management skills, and the ability to engage stakeholders at all levels. A team-first attitude and excellent presentation skills are highly valued.

      Minimum Qualifications

      • Bachelor's degree in finance or a related field, or equivalent work experience.
      • At least five (5) years of responsible professional experience in administration, operations, or budget analysis, preferably in government.

      About OEM

      The Moreno Valley Fire Department Office of Emergency Management (OEM) is responsible for disaster preparedness, response, and recovery. OEM manages the City Emergency Operations Center (EOC) and oversees the Citywide volunteer program, supporting residents, businesses, and organizations in disaster readiness and response.
