      Job Summary:

      The Sr. Manager CLA will be responsible for the leadership, coordination, and implementation of the Monitoring, Evaluation, and Learning (MEL), Knowledge Management (KM), and Strategic Communications functions of the Kenya LFS Activity. In coordination with the Chief of Party, s/he will develop an overall vision / plan for these functions to ensure that they are aligned and achieve the goal of sustainably reducing hunger, malnutrition, and poverty by improving incomes, nutrition, and resilience in the local food system.

      The Sr. Manager CLA will report to the Chief of Party and will supervise the MEL Manager, Knowledge Management and Strategic Communications Manager, and Learning & Evidence Manager positions.

      The Sr. Manager CLA will be responsible for the leadership, coordination, and implementation of the MEL, KM, and Communications strategies and plans for the Activity.

      Primary Functions and Responsibilities:

      Monitoring, Evaluation, and Learning (MEL)

      • In coordination with the Chief of Party and MEL Manager, refine and finalize the MEL Plan, including indicators and monitoring tools and approaches to ensure timely, high-quality data collection
      • Work with consortium partners to ensure that their monitoring and reporting systems are harmonized with overall project systems
      • Oversee development of project reports in compliance with donor requirements.
      • Provide strategic leadership and oversight of the learning agenda, including partnership management of the project’s consortium partner responsible for the learning agenda

      Knowledge Management (KM)

      • Develop and implement a KM Plan to deliver on donor requirements, optimize knowledge flows, and enhance knowledge sharing within the project team and with key stakeholders including county governments, private sector partners, local NGOs, and other key stakeholders
      • Oversee design and execution of Knowledge Management Assessments as applicable to feed into the KM Plan
      • Ensure effective internal data systems to capture progress, measure performance and support adaptation and learning
      • Oversee the production of knowledge products, including lessons learned, case studies, webinars, and regular knowledge sharing reports

      Strategic Communications

      • Oversee strategic communications activities including external communication campaigns and stakeholder engagement initiatives to ensure that program learnings are shared widely and effectively with key stakeholders
      • Enhance evidence-based decision making and foster iterative learning by ensuring two-way communication channels with internal and external stakeholders and partners

      Basic Qualifications:

      • Bachelor’s degree in Monitoring & Evaluation, Economics, Statistics, Agriculture, Knowledge Management, Communications, or other relevant field with at least 10 years of professional experience implementing all technical and administrative components of complex MEL systems, preferably in projects of similar scale and scope to this activity; Or Master’s degree plus seven years of experience
      • Expertise in a range of qualitative and quantitative methods and proven track record in leading data use for decision making and adaptive management in complex interventions with multiple partners
      • Experience leading research and learning agendas in international development programming, particularly food systems, agriculture, and/or market systems programs
      • Demonstrated experience leading external engagement and strategic communication strategies, including strong writing, oral, and presentation skill sets
      • Strong project management skills including strategic leadership of MEL project teams and partners and the ability to anticipate demand and manage multiple tasks and projects while meeting tight deadlines
      • Previous experience working with USAID
      • Fluency in English with excellent oral and written communication skills required

      Preferred Qualifications:

      • Familiarity with the Donor Committee for Enterprise Development (DCED) standards
      • Knowledge and understanding of current environmental and climate change issues in Kenya
      • Experience developing and executing knowledge management plans and assessments
      • Experience with webinars and online learning platforms
      • Prior work experience in countries in East Africa. Experience working in Kenya strongly preferred
      • Proficiency in Kiswahili preferred

      • Exceptional written, oral, interpersonal, and presentation skills. Demonstrated ability to capture, synthesize, and present programming and organizational successes and lessons learned
      • Demonstrated ability to convey messages through clear and concise writing
      • Strong program management and analytical skills
      • Detail orientation, including strong organizational, analytical and quantitative skills
      • Results-oriented, with demonstrated experience achieving project targets
      • Strong interpersonal and cross-cultural skills
      • Proven team player with strong interpersonal and cross-cultural skills
      • Excellent computer skills in Microsoft Word, Excel, PowerPoint, and other administrative applications
