- Provides IT GIS services that include strategic planning, developing, implementing of and support for GIS-based systems solutions required for the PG&E functional areas.
- Helps manage the identification, analysis, valuation, and execution of system investments for support operations.
- Conducts analyses of existing IT assets (applications and infrastructure) deployed, use and acquisition, and retirement of non-performing assets; evaluates and assess risks as part of the lifecycle of portfolio components.
- Contributes to the evolution of best-in-class DevSecOps practices within the GIS department and across the company.
- Recognizes and prioritizes the most important work and positions the organization for future success.
- Assists with the analysis of overall portfolio performance and recommends changes in investment mix to achieve goals; uses reporting tools to monitor portfolio activities and regularly brief IT and business leaders on overall system health and performance.
- Manages vendor contracts, enterprise license agreements, and relationships; this included administration of vendor software in production and includes forecasts and renewals.
- Develops and manages service level agreements with business partners and peers.
- Provides and manages operational support and maintenance for enterprise system applications, including oversight of 24x7 operations support via on-call onshore and offshore teams.
- Establishes individual and departmental objectives that are aligned with organization goals.
- Implements PG&E best-practices for staffing, EEO, diversity, performance management, development, reward and recognition, and retention.
- Guarantees staff has the resources and skills needed to support all GIS CoE applications and assets.
- Ensures compliance to standards/regulations and governance processes.
- Maintains timely and effective communication regarding the mapping of initiatives to organizational goals; triaging of critical incidents; and general maintenance releases.
- Oversees the efficient and effective resolution of issues.
- Communicates and champions the requirements necessary for ongoing, effective operational support.
- Facilitates intra-departmental collaboration and cohesiveness between areas of delivery and support.
- Demonstrated ability to deploy multiple management disciplines and techniques synergistically, such as value management, human capital management, information management, optimization, performance measurement, communication, and governance.
- Accountable for the team’s administrative duties such as quarterly/yearly reviews, time entry, training, expenses, etc.
- Timely resolution of Corrective Action Plans (CAPs) and Management Action Plans (MAPs).
- Ensure alignment with cyber security best practices including vulnerability management and resolution of security patching related to owned applications, related software, and infrastructure components.
- Ownership of ITIL best practices for the IT GIS CoE and alignment with the enterprise including Change Management, Release Management, Problem Management, Work Management, and Incident Management.
- B.A./B.S. degree or equivalent work experience in computer science, information technology, engineering, or other relevant field required
- 8 or more years of experience in programming/systems analysis, project management, and/or IT strategy planning or other related area required
- M.S., M.B.A., or advanced degree in business administration or computer science preferred.
- At least 3 years in a people-leadership role.
- Minimum of 2 years of experience with leading or developing GIS or spatial data related projects or operational support, preferably on Esri technology.
- Knowledge and demonstrated expertise in functionality of application systems specific to gas and electric functional areas.
- Proficiency in translating complex business issues and requirements into IT operations solutions.
- Knowledge of utility business/industry (specifically Gas and Electric).
- Ability to accurately estimate the financial impact of technology decisions.
- Excellent analytical and technical skills and ability to understand complex enterprise technical architectures.
- Excellent written and verbal communication skills.
- Ability to foster a work environment in which coworkers collaborate in pursuit of a common mission and mutual goals.
- Demonstrated ability to develop forecasts and manage to budgets.
- Effectively navigate complex organizational, process, technical, and political challenges.
- Working knowledge of Esri and third-party Schneider/Telvent ArcFM toolsets as well as integration, remote desktop, and database technologies.
- Aptitude to explain necessary trade-offs and balances between immediate and tactical needs or issues with PG&E leaders.
- Knowledge in regulatory requirements for specific functional areas.
- Effective skills in influencing business leadership and management decisions and driving ownership and acceptance of change to the business.
- Very strong appetite to determine, drive, and manage required change.

Position Summary
Leads the GIS Center of Excellence (GIS CoE) Operations and IT teams responsible for dozens of mission and business critical applications. Directs teams responsible for operations and supports of our entire geospatial ecosystem of software and hardware. Works with GIS leadership to define Operations strategy and ensure alignment to the overall IT strategy, services, investment decisions, and delivery structures and processes with the business units and enterprise IT direction and objectives.
Manages operations vendor performance via service level agreements, key performance indicators, and continuous improvements. Builds and leads a strong GIS platform engineering practice that establishes guardrails, standards, best practices, and helps to ensure quality, reliability, and performance of PG&S GIS systems. Owns and operates an effective Governance Change Board. Leads the team in exploring new solutions and operations strategies, solving complex technical issues, identifying reusable design patterns, driving continuous improvement of our operational standards, leveraging performance metrics, and growing vendor partnerships.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.
A reasonable salary range is:
Bay Area Minimum: $147,000
Bay Area Maximum: $251,000
