- Oversee consistent, coordinated processes and strategies for National operational planning for all ASPCA Disaster Response and ASPCA National Criminal/Cruelty and non-criminal/cruelty Cases.
- Implement current best practices and standard operating procedures (SOP’s) used to increase and enhance our field response planning strategy.
- Work with the NFR leadership and other departments to expand the team’s response capabilities through collaboration and capacity building.
- Schedule, facilitate, take notes, and follow up on action items for all new case planning calls.
- Serve as planning lead with branch leads to collect information for Incident Action Plans (IAP)
- Prepare and presentation of final IAP and on planning calls and operational briefings.
- Compile org charts with information from branch leads and ensure that org chart reflects the needs of the particular operation.
- Work with key stakeholders to identify pre-response resource needs, track resource availability and assignments.
- Assume field leadership role(s) as assigned.
- Cultivate positive and productive relationships with staff and responders.
- Provide project management leadership for initiatives that further the department’s capabilities in planning and response in the aftermath of a natural disaster or cruelty case.
- Develop and conduct an after action to evaluate the planning process following each operation to ensure we continue to implement operational best practices and streamline communications.
- Work with appropriate departments on protocol and infrastructure development; ensure protocols are communicated and implemented within responder pools.
- Provide regular feedback to department and branch leads to ensure they are supporting operational planning best practices.
- In collaboration with NFR & key stakeholders, coordinate and facilitate the after-action process for all National response operations, which may include, but is not limited to: After-Action Surveys, After Action Calls, Individual follow ups, After-Action Reviews and Critical Incident Debriefs.
- Conduct analysis of each operational debrief and work collaboratively with leadership to ensure improvement plans are implemented.
- During the planning phase of all operations, revisit all prior after-action feedback to ensure best practices have been implemented and action items have been completed.
- Serve as a back up to the Coordinator, Resource Unit and provide resource unit support for National Field Response cruelty and natural disaster field operations including general administrative duties.
- Coordinate a large number of responders across various operations and locations including flights, lodging, roles, ground transportation and diet.
- Collaborate with NFR and key stakeholders to identify and prioritize scheduling needs.
- Identify lodging and transportation vendors to support field operations. Negotiate rates and terms, and coordinate responder scheduling information with vendors to ensure needs are met.
- Provide on the ground support and leadership for NFR deployments; deployment roles may include, but are not limited to, command roles, logistics, transport, resources, animal removal and technical rescue.
- Maintain certifications in command roles and technical rescue to support in any type of case request.
- Supervise Resource Unit processes to ensure the centralized coordination of incoming and outgoing personnel to National Cruelty and Disaster operations including responder communication, flights, lodging, roles, ground transportation and diet.
- Supervise identification of resource responder needs and priorities, collection of availability, and responder scheduling.
- Contribute to preparation and presentation of operational briefings.
- Identify local temporary labor agencies to support temporary shelter operations in the field. Guide the contract process and negotiate rates and terms as needed.
- Support the collection of statistics on responder and operational hours.
- Provide daily updates for situation reports, summaries, narrative statements, and analyses of events, after action reports, and team debriefs.
- Supervise responders while on deployment and provide coaching and training as required.
- Although the primary function of this role is operational planning, extensive travel (up to 40%) may be required.
- Develop and implement professional development plan through the annual goal setting process maintaining high standards to ensure goals are met or exceeded within timeline requirements.
- Provide leadership and represent the ASPCA at professional meetings, conferences, and trainings; actively market ASPCA response resources and capabilities.
- Participate in strategic trainings, workshops, and webinars to advance partnerships and knowledge of large-scale operations and field response topics at the local level.
- Represent National Field Response with media opportunities, public speaking, and presentations.
- Mentor newly trained staff and responders, when appropriate, and conduct workshops or give lectures to animal welfare professionals, in effort to expand knowledge of ASPCA response capabilities and field operation protocols.
- Lead the development and maintenance of Standard Operating Procedures (SOPs) for Operational Planning processes to increase NFR response team impact, efficiency, and effectiveness.

- Zone 2 (For example, Washington D.C.; Los Angeles, CA): $84,000 - $89,000 annually
- Zone 3 (For example, New York, NY): $92,000 - $98,000 annually

Summary:
The National Field Response (NFR) team takes the ASPCA's commitment to animals to the very doorsteps where help is needed. The team travels from coast to coast responding to requests from law enforcement and animal welfare professionals with the primary goal of removing animals from crisis situations created by natural disasters, animal abuse, hoarding or neglect.
Under the leadership of the Director, Planning and Resources, the Senior Manager, National Field Response Planning will provide leadership and coordination for the centralized planning for all ASPCA responses during natural and man-made disasters. This includes but is not limited to scheduling and facilitating case planning calls, serving as a liaison with Department and branch leads to collect critical information for operational planning, identifying resources needed in the field as well as other planning and resource duties as assigned. The person in this role will also coordinate all debrief and after-action processes as they relate to National field responses.
The Senior Manager, National Field Response Planning will be required to show professionalism, discretion, and leadership in a variety of situations. This position will be based in a remote office and travel as needed during response missions to provide on the ground leadership for field operations during natural and man-made disasters.
This remote-based position (which requires travel, as described below) is open to all candidates based within the United States.

The applicable target hiring range for this remote role is based on where the employee works, which for remote roles is the employee’s primary location of residence, and its respective cost of labor. We have organized the U.S. varying costs of labor index into three geographic zones. As a point of reference, below, we have included our ASPCA locations by geographic zone to illustrate what the hiring range would be in each of the following areas.
Starting pay for the successful applicant will depend on a variety of factors, including but not limited to education, training, experience, location, business needs, internal equity, market demands or budgeted amount for the role. The target hiring range is for new hire offers only, and staff compensation may increase beyond the maximum hiring range based on performance over time. The maximum of the hiring range is reserved for candidates with the highest qualifications and relevant experience. The expected hiring salary ranges for this role are set forth below and may be modified in the future.
