      DS Executive | Data & Economic Analysis Centre | Data Services

      The Data and Economic Analysis Centre (DEAC), is a young and dynamic division within the Department of Home Affairs.

      Data is our business. We work alongside our colleagues in the department to analyse, transform and use data to deliver better outcomes for the Australian public. We are dedicated to innovation and transformation, using data science, automation and artificial intelligence to achieve faster and more effective solutions.

      DEAC is comprised of four areas, led by the Chief Data Officer:

      • Data Governance - provides enterprise-wide support and strategic oversight of data quality, standards, governance, maturity, compliance and guardrails for data and AI systems across the portfolio
      • Data Services - delivers data products (BI, statistics, publications) and automation services to maximise the availability of trusted data and support data-driven and timely decision making
      • Data Science & Applied AI - delivers data science and AI prototypes and products using methodologies such as machine learning, predictive modelling, computer vision and large language models to support decision making and increase operational efficiency
      • Economic Analysis - provides economic insights and analysis that contribute to evidence-based policy development, optimised resource allocation and balancing risk mitigation (national security) and economic growth.

As senior officers, you will develop and implement complex policies, programs and business outcomes in alignment with DEAC and the department's strategic priorities.       About our roles

      Economist, Economic Analysis Branch

      • Work on complex projects as part of a team, including deciding on analytical approaches, product design, and timelines. Senior Analysts are expected to be able to work under limited guidance in relation to their expertise
      • Build and maintain relationships across the Home Affairs portfolio and more broadly across relevant Government agencies to help shape and deliver on policy outcomes for Home Affairs
      • Broadly monitor economic developments, including economic conditions and new advances in research and economic theory, integrating these developments into the products and work plan of the section
      • Prepare briefs, submissions and reports to enhance the strategic agenda of the Department.

      Qualifications and experience:

      • Bachelor's degree or higher with a substantial focus on behavioural science, economics, data, or other social sciences (Essential)
      • Experience in economic and/or data analysis, ideally with a focus on analysis of government policy or programs (Desirable)
      • Proficient in Microsoft Excel and other statistical packages to produce timely, accurate and defensible analytical work to inform evidence-based policy decisions (Desirable).

      Senior Policy Officer, Futures (Economic Analysis Branch)

      • Undertake detailed research and analysis, developing an evidence base for future policy changes
      • Think creatively to challenge conventional views to facilitate development of strategic, innovative and evidence-based policy
      • Identify and evaluate benefits, risks and opportunities by testing policies against possible shifts in the environment
      • Develop and lead table-top exercises, structured analytic techniques, and workshops
      • Facilitate and lead stakeholder engagement to support policy development and implementation across the portfolio and whole of Government
      • Prepare complex briefs, submissions and reports to enhance the strategic agenda of the Department.

      Mandatory requirement:

      • Ability to obtain and maintain a Positive Vetting Security Clearance.

      Senior Officer, Data Business Development and Partnerships, Data Services

      • Work across key communication and engagement initiatives for the section
      • Capture and reflect business area's data and technical needs and communicate them effectively
      • Assist in preparing key documents for data related communication, engagement and projects
      • Provide project management support across the section, branch and division as appropriate
      • Manage stakeholder meetings such as Steering Committees, including arranging meetings, developing agendas and papers and recording key findings.

      Qualifications and experience:

      • Advanced skills in SharePoint (adding, editing and creating custom webpages and layouts).

      Program and Portfolio Support Officer, Data Services

      • Manage a minor capital funding pool that delivers data initiatives across the department
      • Report, manage and recommend investment decisions to improve management of the minor capital funding pool
      • Coordinate and prioritise data product delivery
      • Liaise with senior suppliers and senior users to ensure risks and issues are identified and escalated as required
      • Provide monthly reports and reporting by exception in line with the Department's governance frameworks on delivery and performance, finances, stakeholder management
      • Support drafting of strategic papers and participate in meetings as required.

      Senior Policy Officer, Data Management and Ethics

      • Provide advice on the Department's obligations under various legislations, including but not limiting to those under DAT Act, Migrations Act, ABF Act and Privacy Act
      • Provide advice on the application of the various principles and legislations to more complex operational and policy scenarios, including in the context of reviewing data access and security assessments
      • Manage data access and security management functionality and related assessments.

      Qualification and experience:

      • Legal qualifications (Desirable)
      • Experience in interpreting legislation and developing operational frameworks to give effect to regulatory requirements
      • Demonstrated experience providing input and recommendations for the development of policy and procedures and identifying business process improvements and innovation to achieve results.
