- Act as ECT’s lead subject matter expert on NPDES permitting and water quality compliance, especially for power generation and other industrial sectors.
- Monitor and interpret environmental regulations and policies, particularly those under the Clean Water Act, to inform strategy and ensure clients' regulatory readiness.
- Develop and lead implementation of best practices and internal tools (e.g., SOPs, templates, guidance documents) that elevate regulatory compliance services firm-wide.
- Provide strategic technical support for the siting, permitting, and development of facilities such as data centers, renewable energy sites, and advanced water treatment systems.
- Guide clients through complex permitting processes and support the optimization of water-related systems, including discharges, cooling water intake structures, and reuse strategies.
- Represent clients in discussions and negotiations with regulatory agencies; provide expert insight to support appeals, litigation, or administrative actions.
- Mentor and lead project teams to deliver high-quality, technically sound solutions with consistency and efficiency across projects.
- Conduct audits and assessments to identify risk mitigation and performance improvement opportunities across a diverse client base.
- Actively engage with industry forums and agency networks to maintain visibility and inform ECT’s regulatory strategy and client offerings.
- Bachelor’s or Master’s degree in Environmental, Civil, or Chemical Engineering or a closely related field.
- 10+ years of experience in environmental compliance, with specialized knowledge of water-related regulatory programs and power generation infrastructure.
- In-depth understanding of NPDES permitting, 316(a)/(b), effluent limitation guidelines (ELGs), and related Clean Water Act provisions.
- Demonstrated leadership in managing teams and guiding cross-functional regulatory strategies.
- Strong communication and analytical skills, with the ability to translate complex regulatory requirements into actionable guidance.
- Experience supporting legal and regulatory proceedings is highly valued.

Environmental Consulting & Technology, Inc. (ECT) is seeking a Senior Principal Scientist to serve as a trusted senior advisor and technical leader across our Environmental Management programs. This individual will play a pivotal role in shaping regulatory strategy, staying ahead of evolving environmental regulations, and establishing best practices to support ECT’s clients and internal teams. While this position will have a strong focus on NPDES permitting and Clean Water Act compliance for power generation and industrial clients, it will also provide strategic support to a wide range of teams within ECT, enhancing compliance services across sectors.
