- Program Oversight & Strategy: Lead the planning and implementation of grants and cultural programs, aligning them with the mission and objectives of Denver Arts & Venues and the Mayoral goals. Develop short-term objectives, providing direction for program design and evaluation.
- Work Assignment & Coordination: Lead the work and assign tasks to Program Managers within the team, ensuring efficient use of resources and alignment with project timelines. Ensure that Program Managers have clear guidance and support to meet their goals.
- Grant Management: Oversee the administration of grant programs, from proposal development and selection to compliance monitoring and reporting. Support the development of new grant opportunities and refine existing programs to better serve the community.
- Technical Expertise & Analysis: Serve as a subject matter expert on grant-making, cultural program development, and community engagement, conducting research and providing insights to inform program decisions. Analyze program data and make recommendations for improvement.
- Policy & Procedure Development: Develop and update program policies, procedures, and standards to ensure high-quality program delivery. Establish performance metrics and evaluate program effectiveness, making adjustments as needed.
- Financial Management: Administer the financial operations of cultural and grant programs, including, financial monitoring, and preparing financial reports for review by leadership. Work closely with the finance department to ensure compliance and accurate reporting.
- Community Engagement & Collaboration: Build authentic relationships with community stakeholders, including artists, cultural organizations, and underrepresented communities. Ensure equity, diversity, and inclusion in all program activities and decision-making processes.
- Cross-Departmental Collaboration: Work closely with other departments such as marketing, finance, and public relations to ensure cohesive and coordinated program delivery. Represent Denver Arts & Venues in internal and external meetings and forums.
- Bachelor’s degree in an arts and cultural discipline, business administration or related field
- Minimum of three (3) years working on grants in the philanthropic sector - government, private foundation, etc. - as a Grants Program Officer/Manager/Director.
- Experience working with historically under-resourced groups or communities. A proven record of partnership and collaboration with these groups or communities.
- Minimum of two (2) years of experience working on special events
- Deep expertise in diversity, equity and inclusion in grant making
- Prior strong experience managing staff and ensuring the delivery of exceptional service and support to the organization.
- Comfort with reviewing data and using it to drive decisions and communication.
- Ability to organize and manage multiple priorities at once.
- Excellent interpersonal and communication skills
- Ability to perform as a strong team player.

What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The budgeted starting salary range for this position is $96,854-$108,000. We also offer generous benefits for full-time employees which include but are not limited to:
Location and Schedule
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position you can expect to work on site at least three days per week. Office is located at 1245 Champa Street, Denver. Schedule may include evenings and weekends.
What You’ll Do
The City and County of Denver is seeking a Senior Program Manager for Grants & Cultural Programs within Arts & Venues (DAV). This position reports to the Director of Grants & Cultural Programs.
The Senior Program Manager is a strategic leader with expertise in managing a grants portfolio and cultural programs. Key responsibilities include developing and implementing grants and cultural initiatives, as well as improving existing programs to address community needs. The role involves supporting the Director in executing programs aligned with Denver’s updated Cultural Plan and advancing the agency's equity, diversity, and inclusion (EDI) efforts, while also achieving the strategic goals of the Cultural Affairs Division and the Mayor’s Office. The Senior Program Manager will provide guidance to Program Managers, overseeing and assigning their work while direct supervision remains with the Director.
This position requires a strategic and creative individual with strong management, interpersonal, and organizational skills. The Senior Program Manager will contribute to Arts & Venues’ mission of advancing arts and culture in Denver. Responsibilities include, but are not limited to, overseeing the EDI Arts & Culture Fund, PS You Are Here, Denver’s Cultural Commitment Fund, the Mayor’s Awards for Excellence in Arts & Culture, Chance to Dance, the Artist in Residence Program, and various activations throughout Downtown Denver.

Required Minimum Qualifications
Education requirement: Bachelor's Degree in a related field based on a specific position(s).
Experience Requirement: Five (5) years’ experience performing full performance professional level duties within a specialized, functional area. (This does not include clerical experience.)
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
Additional appropriate education may be substituted for the minimum experience requirements.
