      Overview

      The Senior Program Manager is a managerial level position with authority and responsibility to act on behalf of the agency with outside partners. Community Transit is seeking a person to create a new Speed and Reliability program that will manage highly political and visible projects and who will advance planning, design, and implementation of Speed and Reliability Corridor Improvements. This position will be responsible for advancing projects from concept through design that will then be handed off to the Capital Development or Construction Management teams to implement. This position will require close coordination and collaboration with other government entities and various sections across Community Transit including but not limited to Planning, Transportation, Information Technology, and Communications, Marketing & Engagement.

      Essential Duties

      1. Gather and analyze information to identify and prioritize transit speed and reliability programs and projects.

      2. Act as a project manager for selected projects and be responsible for all elements of project lifecycle. As needed monitor and support projects managed by others.

      3. Facilitate cross-disciplinary, inter- and intra-agency workgroups in the identification, creation and implementation of transit speed and reliability projects

      4. Develop and maintain program goals and objectives focused on improving bus travel times and travel time reliability while also advancing CT's priorities of equity, safety, and sustainability

      5. Manage and facilitate ongoing coordination and communication on projects and potential impacts. Develops and negotiates agency design requirements of inclusion in roadway and other transportation projects. Represent Community Transit positions and interest on transit, transportation and mitigation issues in jurisdictional forums. Use appropriate discretion to advocate for Community Transit positions while developing and maintaining close professional relationships with regional partners.

      Requirements

      Minimum Qualifications

      1. Bachelor's Degree in engineering, statistics, urban planning or transportation planning, or related planning field from accredited program; or an equivalent combination of a broad range of working experience with applicable knowledge and skills, and ability to perform the work.

      2. At least three years of experience defining, scoping, piloting, advancing, evaluating, and/or managing complex projects involving multi-disciplinary teams.

      **An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job listed above may be considered.**

      Preferred Qualifications

      1. Public sector experience with planning, budgeting, managing and construction of transit and transportation infrastructure.

      2. At least three years of professional experience in transit/transportation planning or transportation engineering, or related field.

      3. Experience developing and implementing corridor bus priority plans or spot improvements to speed bus service, improve its reliability, improve the customer experience, and reduce operating costs.

      4. AICP or Professional Engineer License.

      5. Hands on experience in developing dashboard to monitor program performance.

      6. Experience working with municipalities and supporting the development of interagency agreements.

      7. Experience in a variety of transportation projects with transit emphasis.

      8. Experience using relational databases and/or programming languages to manage, model, analyze, forecast and report on operations data.

      8. Negotiate roles and responsibilities and cost sharing for projects led by others.

      9. Experience in preparing and presenting reports that are effective at conveying sometimes complex materials to a variety of audiences.

      10. Demonstrate strategic thinking and ability to manage important details.

      11. Must have effective organizational skills, and ability to multitask.

      12. Ability to analyze and properly interpret complex engineering data and use it to support resolutions.

      13. Knowledge of transportation planning and research practices and techniques.

      14. Knowledge of traffic simulation modeling (such as Synchro and VISSIM), Geographic Information Systems (GIS), statistical techniques and/or travel forecasting.

      15. Knowledge of related Federal, state and local codes, laws and regulations as it relates to traffic engineering.

      Entry Skills Requirements

      1. Provide tactical approach and guidance to project teams.

      2. Serve as a technical advisor to internal and external partners and stakeholders.

      3. Strong supervision, communication, and interpersonal skills, including the ability to build and guiding diverse teams of highly-skilled professionals, as well as, the ability to bring people together and resolve issues.

      4. Ability to perform complex statistical, mathematical, and comparative research as it relates to traffic engineering and transit operations.

      5. Participate, track, and manage budget development for project and section.

      6. Establish and monitor performance program performance and drive results

      7. Presentation skills.

      8. Develop financial strategies and funding options for new projects, including planning and preparation for grant applications.

      9. Seek opportunities to partner with cities to plan, design, and implement transit related improvements to improve mobility.

      10. Develop business case for project partnership and implementation.

      11. Represent Capital Planning in a wide range of settings including, but not limited to, technical advisory committees, management briefings, and various forums with other local jurisdictions.

      12. Skill managing relationships with contractors and consultants, providing work direction and monitoring contract compliance.

      13. Represent Community Transit at relevant meetings, forums, conferences and transportation related events and associations.

      Working Conditions

      Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Repetitive motion. Substantial movements (motions) of the wrist, hands, and/or fingers. The worker is required to have close visual acuity to perform any activity such as preparing and analyzing data and figures; transcribing, viewing a computer terminal, extensive reading.

      Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Must have the ability to move throughout the building and between buildings at different locations. Sitting - Computer use, attend meetings, compiling, analyzing and assembling information. Must be able to complete tasks in a noisy environment. Must be able to adhere to process protocol.
