      The Team

      The foundation’s U.S. Program (USP) division works to ensure all students in the US have access to educational opportunities, from Pre-K to postsecondary, that enable them to develop the knowledge, skills, and agency needed thrive as adults and contribute to their communities. Our goal is to make sure more students are on track to obtain a postsecondary credential with labor market value such that race/ethnicity and income are no longer predictors of student success.

      The Postsecondary Success (PS) strategy seeks to transform colleges and universities to ensure that many more students, particularly Black, Latino/a, Indigenous students and students from low-income backgrounds, obtain quality, affordable credentials that offer value and lead to economic mobility. This strategy will assist in meeting the nation’s workforce development needs by working to close attainment gaps by race/ethnicity and income.

      Note: The application deadline is Friday, March 29 (midnight PDT). This position is a limited-term position for 12 months with salary and foundation-provided benefits . Relocation will not be provided .

      Your Role

      As a Senior Program Officer for Measurement, Learning, and Evaluation (MLE), you will report to the Deputy Director for MLE as a member of the Postsecondary Success team . You will be r esponsible for designing, implementing, and monitoring MLE activities for the PS strategy , focused specifically on providing MLE expertise and support for a portfolio of investments aimed at leveraging technology to enable holistic students supports and foster improved student experiences and more equitable outcomes. You will d evelop and manage a portfolio of complex grants and contracts, provide research and evaluation design and analysis expertise to internal and external partners , and facilitate learning practices to advance strategic progress and impact .

      What You’ll Do

      • Develop and execute Digital Holistic Student Supports MLE plan , including core deliverables such as logic model, performance dashboard , measurement framework and targets , learning agenda , etc.

      • Develop and manage a portfolio of grants and contracts to inform internal decisions and resource allocation for the Digital Holistic Student Supports strategy , such as: c aptur ing and synthesizing lessons from research and development (R&D) efforts , tracking market activity and AI integration , and c onduct ing evaluations and efficacy studies of product implementation

      • Collaborate with grantees and vendors to increase impact of projects and ensure investments are contributing to portfolio and body of work goals. This includes selecting and onboarding partners; reviewing progress, budgets, and deliverables; conducting site visits; and convening key partners

      • Serve as subject matter expert on methodologies, data, and research related to monitoring and assessing progress of Digital Holistic Student Supports portfolio

      • Manage or support routine and ad hoc internal (i.e., division and executive leadership ) reporting and data requests for Digital Holistic Student Supports portfolio, including synthesizing information for learning and performance management

      • Analyze, synthesize, and report findings from Gates- funded and /or other research to inform strategy planning and execution ; connect with external research partners engaged in similar work advance collective impact; support the communication of findings to the field

      • Provide statistical and evaluation design expertise to the team and our partners and ensure methodological and epistemological approaches have a strong racial and socioeconomic equity orientation and clear alignment with the PS strategy goals.

      Your Experience

      • Advanced degree required with 7+ years of relevant professional experience

      • Deep commitment to deploying measurement, research, and evaluation to foster equitable higher education outcomes for Black, Latino /a , Indigenous students, and students from low-income backgrounds (i.e., focus students) ; direct experience with under-resourced higher education institutions and/or institutions that disproportionately serve focus students preferred.

      • Mastery of both quantitative and qualitative research and evaluation methods, ability to determine the appropriate methods to meet information needs, and capacity to effectively use research and evaluation for learning and strategy development.

      • In-depth knowledge of evaluation design and implementation, including logic models, quantitative and qualitative research methods, market and opinion research, data collection and management, and data analysis and presentation to inform education policy and practice.

      • Knowledge of market research, product development, and/or college student success research, with a particular focus on the experiences of the focus student subpopulations.

      • Experience with monitoring and/or evaluation of education technologies, student support practices or products, and/or interventions aimed at increasing student success for focus student subpopulations.

      * Must be able to legally work in the country where this position is located without visa sponsorship .

      * The salary range for this role is $ 166,300 to $ 249,500 USD. We recognize high-wage market differences in Seattle and Washington D.C., where our offices are located . The range for this role in these locations is $ 181,200 to $ 271,800 USD. As a mission-driven organization, we strive to balance competitive pay with our mission and new hires are typically brought into the organization at a salary range between the minimum and the midpoint salary range. Actual placement in the range will depend on a candidate’s job-related skills, experience, and expertise , as evaluated during the interview process.
