- Negotiates and manages RLE 3rd party agreements with the City of Chicago and sister agencies.
- Interfaces with various levels of management from other agencies and representatives in order to develop and foster relationships and agreements that are beneficial to RLE initiatives.
- Manages short-term and long-term agreement planning.
- Reviews and approves agreement changes.
- Meets regularly with management personnel to ensure that agreements adhere to Authority needs.
- Negotiates and manages RLE Railroad agreements to ensure that required coordination items are incorporated into design and compliance obligations are met so not to impact project schedule or budget. Provides resolutions to issues between the Authority, contractors, consultants, other railroad providers, regulatory/funding agencies and others regarding agreements.
- Integrates RLE environmental planning requirements into design and construction. Reviews and oversees environmental and historic reviews, including Alternative Analyses (AAs), Environmental Assessments (EAs), Environmental Impact Statements (EISs) and other studies.
- Assists with managing real estate acquisitions and relocations including permits, property leases, interpreting agreements to ensure proper use and maintenance, and preventing encroachments to ensure all process are being adhered to and supported. Performs analysis of appraisals and risks associated with acquisitions and relocations to assure overall project budget and schedule integrity.
- Assists with managing RLE related communications, public outreach and government affairs including permitting. Coordinates RLE management with overall CTA efforts and policy.
- Integrates RLE environmental planning requirements into design and construction.
- Manages interaction and reporting to funding agencies, particularly the Federal Transit Administration (FTA).
- Performs other duties as assigned including reports, updates and revisions relative to all duties describe above.
- Completing work on time and budget and with minimal changes.
- Minimizing impacts to the CTA riding public and adjacent communities.
- Reconciling CTA policy priorities with RPM technical and logistic challenges.
- Bachelor’s Degree in Transportation, Urban Planning, Engineering, or a related field, plus five (5) years of experience in transportation planning, operations, and/or policy analysis, or an equivalent combination of education and experience relating to this position.
- Master’s Degree in related field preferred.
- Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
- Must be capable of traversing elevated structures and subways.
- Must be capable of being in enclosed areas.

- This position is considered a "C-List" position under the “Revolving Door” prohibition within the State Officials and Employees Act (5 ILCS 430/5-45), which contains a number of post-employment restrictions CTA employees in C-list designated positions must follow. Among other requirements listed in this statute, CTA employees in C-list designated positions are required to follow State notification procedures to the Office of the Executive Inspector General prior to acceptance of any applicable non-State employment or may be fined significant penalties.

Under the direction of the Chief Infrastructure Officer and the Vice President, Red Line Extension, manages key areas of the $3.6 billion Red Line Extension project including 3rd party commitments and agreements Freight Railroads coordination, Real Estate impacts and coordination as well as implementation of environmental planning requirements into design and construction. Assists with other project management related to design and construction including coordination of associated CTA staff, consultants and contractors. Coordinates as necessary with other areas within CTA impacted by the project as well as with interested elected officials and community groups.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
