- Plans, organizes, and monitors medium to large projects to ensure that all project activities are focused toward the achievement of the established objectives using Project Management Office (PMO) standards and processes.
- Performs project development for medium to large projects of moderate complexity as identified by County initiatives, the IT Steering Committee, and department users’ needs and requirements. Manages project progress and budget and reports on a regular and timely basis to appropriate parties.
- Coordinates project activities across all concerned departments, users, IT, external suppliers, sub-projects and other project teams.
- Negotiates and manages support contracts and service agreements with internal and external service providers.
- Analyzes and translates business strategies, plans and requirements into IT support systems, working with users to define system requirements and resolve problems relating to medium to large projects or CoB program.
- Translates and applies the enterprise vision to all system, technical and application projects within a large departmental and/or CoB program.
- Directs the development of and monitors the implementation and impact of applicable policies.
- Maintains good working relationships with other agencies and county, state and federal departments and keeps staff and supervisors informed of joint ventures and resources.
- Coordinates activities and programs with other departments to expedite work and improve interdepartmental performance using tact and diplomacy.
- Directs the design, testing and documentation of application programs in all phases of application development for medium to large projects.
- Maintains a good working knowledge of processes and best practices and/or legislative initiatives, regulations or activities in area of responsibility.
- Performs all other related duties as assigned or required.
GRANT FUNDED
The incumbent of this position is a seasoned project manager with demonstrated ability to successfully coordinate and lead information systems/technology project teams for medium to large projects of moderate complexity. The incumbent may be designated to serve as a program manager for a large department and/or community of business (CoB) program. The incumbent ensures that all phases of projects are completed on time and within budget, using established quality standards to meet customer expectations. Project management responsibilities include developing project schedules and teamwork assignments, integrating and identifying appropriate resources, performing quality review, tracking project milestones and adjusting the project schedule, and coordinating communication with all stakeholders. This position is responsible for leading and directing team members for the duration of the project and is normally designated to directly supervise personnel assigned to a major (large) departmental and/or community of business (CoB) program.

Bachelor’s degree or equivalent + Five (5) full-time years of information technology project management experience.
~OR~
Associate’s degree + Seven (7) full-time years of information technology project management experience.
~OR~
High School Diploma or GED + Nine (9) full-time years of information technology project management experience.
Must have a valid and current driver's license.
PMP certification is required.
Incumbent is expected to comply with professional development units (PDU) requirements for certification retention and remain apprised of current standards for all frameworks and certifications utilized within the ITD.
Advanced knowledge of concepts, practices and procedures in field of specialty.
In-depth understanding of Agile methodology principles.
Strong background in Scrum software development framework, preferably Scrum Master.
Spreadsheet and/or word processing software knowledge and appropriate utilization experience required.
Proficiency with Visio™ and MS Project™ is desired.Excellent and very persuasive oral and written communication/presentation skills.
Exemplary, advanced interpersonal, conflict resolution and leadership skills.
Broad-based knowledge of different computers, operating systems, network links, hardware, software, and protocols.
General knowledge of systems analysis and design and project control.
