- Work with business analysts and business owners to clearly define project scope, objectives, deliverables, success criteria, and strategic alignment
- Create and maintain relevant project documentation such as project charter and scope, project plans, status reports, and operational checklists
- Create project work plans, dependency diagrams, and schedules including identification of resource skills necessary to deliver full project scope
- Load and track project work plans and schedule in PMO’s enterprise reporting tool (MS Project Online)
- Manage project scope, schedule, budget, and resources to successfully fulfill business and technical requirements with high customer satisfaction
- Lead project meetings with customer stakeholders and project teams on a regular basis
- Facilitate technical support as needed, including but not limited to architectural reviews, compliance reviews, and various project artifacts
- Manage project issues and risks to prevent potential barriers to project success
- Serve as an escalation point for EHS risk and issue mitigation and resolution to EOTSS and Microsoft
- Liaise between EHS-IT Operations and other Commonwealth entities (OSD, EOTSS, EHS agencies, etc.)
- Serve as a single point of contact (SPOC) for project coordination with project vendors
- Track and validate project financials from Statement of Work, Purchase Orders, Invoicing, and Payment
- Create and execute Transition Plans to ensure smooth transfer of responsibilities from project to ongoing operations
- Review project schedules and milestone dates with EHS Information Technology Management
- Interface with technical teams, agency executives, and vendors
- Manage project intersections and dependencies with stakeholder groups across EHS agencies and EOTSS
- Service as the primary point of communication between EHS agencies, IT site managers, image development team, warehouse/bulk imaging vendor, and IT Operations for PC refreshes
- Understand and document end user image requirements; communicate requirements clearly to the image development team
- Develop and validate image acceptance test plans; drive image testing and acceptance process
- Coordinate activities of PC deployments including direct staff, deployment vendor, and key user activities in cross-organizational and cross-functional teams
- Accountable for the IT portion of new office setups, office expansions.
- Responsible for installation and life-cycle maintenance of IT hardware and software (includes PCs, peripherals, servers, networking equipment, operating systems and other software.
- Ensure deployed solutions are compliant with Enterprise Technology and Security Standards
- Coordinate and document asset removal processes including conformance with data security protocols
- Provide presentations as necessary to EHS-IT customers, agency staff, and management including the use of EHS reporting tools to maintain current information
- Assist with procurement necessary to acquire goods and services to facilitate projects
- Other tasks as assigned
- Eight (8) years of experience in Information Technology, with at least five (5) years of experience in a project management role
- Demonstrated experience working in a highly matrixed organization
- Experience working for State Agencies, particularly healthcare or patient care agencies, preferred but not required
- Proven experience working in telecommunications
- Process redesign experience
- Experience working in a Project Portfolio Management environment
- Experience creating and implementing project plans according to project goals and objectives
- Hands-on knowledge and experience with ITIL concepts and project management methodologies (Agile, Waterfall, Scrum); Theory of Constraints a plus
- Knowledge and experience with Microsoft’s entire Cloud Suite including Office 265, Skype for Business, SharePoint, OneDrive, Project Online; Power BI knowledge a plus
- Working knowledge of project management concepts as defined by PMI
- Familiarity with organizational change management including end user training
- Understanding of software development lifecycle (SDLC) and release management methodologies
- Strong issue and problem management skills, including root cause analysis and troubleshooting skills
- Highly organized and able to maintain detailed documentation on processes, standards, and projects
- Exceptional time management and prioritization skills, with the ability to effectively delegate and multi-task to need the dynamic needs of the team
- Ability to be flexible and switch focus based on changing priorities, collaboratively solve problems by bringing creative solutions to the table
- Demonstrates a high degree of customer service and team work
- Strong leadership skills and ability to work collaboratively in a team environment
- Excellent verbal and written communication skills with the ability to present and translate technical concepts to both technical and non-technical audiences as well as upper management; detailed, concise, and respectful in all written and verbal communications
- Bachelor’s degree in Business Administration, Information Technology, or other related field or equivalent work experience
- Project Management Professional (PMP) Certification a plus, but not required

About the Role:
EOHHS is seeking to hire a Senior Project Manager for Desktop & Technology Modernization. The Senior Project Manager will work with and coordinate EHS-IT cross functional teams, EHS agencies, EOTSS, and vendors to develop and implement Windows 10/O365 desktop deployments and operational sustainment strategies. Components include on-boarding/off-boarding, desktop deployment strategy, OneDrive for Business, SharePoint, Project Online, Exchange Online, unified communications, hyper-convergence, data migrations, and infrastructure upgrades. The Senior Project Manager will work with various stakeholders to define project scope, objectives, deliverables, success criteria, budget, schedule, and resources to successfully fulfill business and technical requirements with high customer satisfaction.
The primary work location for this role will be at 100 Hancock Street, Quincy, Massachusetts 02171. The work schedule for this position is Monday through Friday, 9:00 AM – 5:00 PM EST.
This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. After-hours support and intermittent travel may be required as needed and based on operational needs.
