- Provides project management and strategic advice for projects and activities. Coordinates inter-divisional programs, including program development, resource allocation, monitoring service standards and delivery levels.
- Supervises the work of multidisciplinary and inter-divisional project teams, as required, including the scheduling, assigning and reviewing of work. Establishes, maintains and develops linkages to other City divisions, agencies, boards and commissions, and other orders of government to ensure effective partnerships.
- Manages assigned projects, ensuring effective cross-divisional teamwork and communication, high standards of work quality, health and safety and organizational performance and continuous learning.
- Possess a strong understanding of best practices in communications and develops and produces design concepts and policy guidelines for assigned projects including materials for public distribution, providing editing and copy writing support.
- Develops, the integration of measurement and evaluation practices, determining baseline measures and outcomes.
- Allocates budget funds, develops business cases, and ensures that the project expenditures are controlled and maintained within approved budget limitations.
- Acts as resource person for public inquiry on assigned projects and program activities.
- Advises and responds to requests from senior management on project issues, status and technical matters.
- Maintains awareness of developments and advancements in the areas related to projects, and researches best practices, policies and procedures from equivalent municipalities concerning the Division.
- Monitors projects with the help of other City divisions to ensure completion in accordance with approved plans, agreements of undertaking and long-term maintenance.
- Represents the team at internal and external meetings and events, including delivering presentations.
- Manages time, budget and scope to ensure successful project execution.
- Researches and reports on a range of new projects and initiatives as they arise, including writing and preparing reports to City Council and Standing Committees.
- Develops Terms of Reference, scope of work, specifications and materials for projects and consultant requirements for all purchasing call documents including RFQ, RFP, REOI, and RFI, ongoing liaison between Purchasing & Materials Management Division and program staff, undertaking briefings and site inspections during the proposal stage, evaluation of proposals, recommendation of the selection of consultants for assigned projects, execution of legal agreements and contracts and ongoing contract management with selected vendors.
- Regularly updates documentation on project initiatives, including the website, newsletter, and various media.
- Extensive experience in a large organization leading multiple projects, supporting project development and monitoring, developing communications materials, and tracking and evaluating programs from inception to completion.
- Considerable experience in leading, motivating, directing, and managing a diverse workforce in a fast paced politically sensitive environment.
- Considerable experience developing, maintaining and managing working partnerships, leveraging new opportunities through successful collaboration and funding relationships.
- Post-secondary education in a discipline pertinent to the job function, such as Business Administration, Public Administration, Public Policy, Social Sciences or combined equivalent of education and experience.
- A strong understanding of Canadian immigration policy and emerging trends considered an asset.
- Experience working within an anti-oppression framework, including experience partnering or engaging Indigenous, Black and equity-deserving groups as well as linguistically and economically diverse populations considered an asset.
- Knowledge related to newcomers, refugees and undocumented Torontonians considered an asset.
- Knowledge of project management methodologies (e.g., Agile, Waterfall, etc.), related tools (e.g., JIRA/Confluence), and techniques for managing projects (e.g., SCRUM, KANBAN, etc.).
- Ability to provide contract administration support, such as preparations of RFPs, RFQs and vendor contract negotiations.
- Ability to draft and submit budget proposals and recommend subsequent budget changes where necessary.
- Excellent writing and communication skills, including the ability to prepare detailed reports and presentations
- Highly developed human relations, communication, negotiation, analytical and conflict resolution skills.
- Ability to establish and achieve short and long term goals, including the ability to work within ambitious timelines and budgets.
- Ability to work on complex assignments demanding critical judgment, analytical and conceptual thinking, and balancing of stakeholder interests.

Reporting to the Manager, Toronto Newcomer Office in the Social Policy, Analysis and Research section, the Project Manager will contribute to the implementation of complex multi-year, cross-divisional projects and advance new policy and program initiatives to support the Toronto Newcomer Strategy, reconciliation and to make Toronto a more equitable and inclusive place to live and work. Experience in measurement and evaluation, strategic management, communications and resource allocation will guide this work.
