      This is lead level of investigation work conducting background investigations of candidates under consideration for Public Safety positions in Anne Arundel County. The employee assigned to this class provides guidance and direction to two or more investigators in an assigned unit.

      NATURE AND VARIETY OF WORK

      Work involves providing candidates with forms and questionnaires and evaluating information obtained; conducting background investigations based on information supplied by candidates, and developing other lines of inquiry, in accordance with Federal and local guidelines; ensuring that candidates are fingerprinted and photographed; and queries appropriate criminal information. Performs other related functions in support of the applicant hiring process.

      The employee is supervised by a higher-level administrative official and is evaluated on the basis of timely and accurate background reports. The work involves travel to various locations inside and outside the County to verify information provided by applicants for public safety positions. Due to the nature of work, the employee may be required to work hours outside of the standard workday.(Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary level for all positions in this class.       Leads Special Investigators in the conduct of background investigations for County Public Safety organizations.

      Assigns and examines work completed by the Special Investigator for accuracy, completeness, and compliance with Federal, State, and Local laws, rules, and regulations.

      Counsels Special Investigator and prepares performance appraisal recommendations for assigned staff.

      Schedules and interviews applicants for Public Safety positions; obtains information regarding past employment, residences and criminal activity; explains the background process to candidates; obtains necessary release of signatures from candidates.

      Visits candidate's place of past employment; reviews personnel records, interviews supervisors, and visits neighborhoods of candidates and conducts interviews.

      Accesses MILES and NCIC records to determine any criminal convictions.

      Develops comprehensive and confidential background reports which include candidates' work history and other related factors necessary to construct an employment profile.

      Operates a motor vehicle to make in-person visits to other law enforcement agencies, employers, and other areas which are required to complete an in depth background investigation.

      Plans and coordinates processing of Public Safety candidates.

      KNOWLEDGE, SKILLS, AND ABILITIES

      Knowledge of Federal and local guidelines related to conducting background investigations.

      Knowledge of investigation techniques and procedures or application thereof.

      Ability to employ sound principles and techniques of personnel management and supervision and the specific ability to lead others in the performance of investigatory work.

      Ability to lead others performing the same work.

      Ability to conduct in-depth pre-employment investigations.

      Ability to prepare comprehensive written investigation reports.

      Ability to establish and maintain effective working relationships with co-workers and the public.

      Ability to communicate effectively orally and in writing.

      Ability to conduct interviews with job candidates.


      EDUCATION: Graduation from high school

      EXPERIENCE: Six (6) or more of years experience conducting investigations for a police department or other criminal justice agency, including applicant processing

      ADDITIONAL REQUIREMENTS: Valid non-commercial motor vehicle operator's license
