      POSITION OVERVIEW

      The SCM Center of Excellence (COE), Senior Specialist will work with a team of specialists to create transformative initiatives and category strategies, based on supply market expertise, current and future business needs. The Advisor also supports effective sourcing and contracting that leads to successful implementation. The Senior Specialist works in lockstep with Business peers, SCM peers and suppliers to support successful implementation of agreed timelines. The Senior Specialist will deliver value to the business by ensuring compliance to the agreed strategy and sourcing expectations. The Senior Specialist assures us that all work activity performed at a category level has the necessary urgency to support safe, compliant, reliable, and competitive business operations in each business we support. The SCM COE Senior Specialist will be accountable for all market intelligence, data analytics, modelling, internal KPIs, Business planning and SCM systems and tools.

      The SCM COE Senior Specialist will report to the Director SCM COE and is responsible for a portfolio of spend-based categories and transformational activities. The Senior Specialist will influence the broader SCM team and will play a critical role in achieving Supply Chain Managements (SCM) transformation and will program manage the SCM RoadMap activities. The Senior Specialist will be responsible for the development of category strategies, support the commercial and delivery teams in execution of the strategies and deliver the strategic projects as part of the SCM Transformation Roadmap. The Senior Specialist will work in a nimble manner, to deliver category-based solutions in accordance with corporate policies, SCM processes, and delegations of authority.

      RESPONSIBILITIES AND ESSENTIAL DUTIES

      Leadership & Influencing

      • Responsible for the category portfolio value delivery, data integrity and communication.
      • Routinely communicates with integrity across key business stakeholders to align the strategic intent of the category or sourcing strategy and the business needs.
      • Actively influence leaders to gain alignment and access to appropriate resources.
      • Coordination of business specific interests while leveraging Cheniere’s scope and scale.
      • Support innovation and the introduction of changes considering internal and external market challenges.
      • Curiosity to learn from other industries and develop roadmaps for accelerating implementation of Best In Class processes, systems and initiatives within Cheniere SCM.
      • Support the development of the Learning & Development offer for the Cheniere SCM team.
      • Be the agent of change to lead the various initiatives of the COE.

      Analytics and Benchmarking

      • Gather and prepare business requirements, perform quantitative measures to gain new insights about the business, and determine performance by applying statistical methods.
      • Gather and analyze market trends, indexes, behaviors and delivery systems to assess present and future availability and fluctuation of services/goods with emphasis in: supply risk, spend management and inventory management.
      • Monitors key performance indicators and provide consultancy on their applicability as a standard operating practice for SCM functions, such as: category management, contracting and procurement, materials management, procurement, etc.
      • Perform research of supply and industry markets to identify opportunities that Cheniere can leverage to ensure sustainability and continuous operation while maintaining competitiveness.
      • Utilizes software solution to develop, execute, manage and evaluate critical KPIs for Cheniere.
      • Assist with the implementation of technology solutions through the determination of project requirements.

      Stakeholder Management

      • Support cross-team workload balancing to assure SCM services are delivered with quality and timely response.
      • Responsible for development of supplier management plans for category-specific suppliers positively managing internal and external relationships to enhance collaboration and value for Cheniere
      • Champion supplier innovation with key business stakeholders and leadership which can contribute to Cheniere’s success in the future.

      Category Strategy and Implementation

      • Accountable for providing input to the development of comprehensive Category Strategies.
      • Accountable for integrating and connecting demand planning, materials management, inventory strategy, contract call-off, buying and invoice requirements to deliver the Category.
      • Ensure the category activities are compliant with local laws/regulations, policies and SCM functional policies, procedures, and guidelines.
      • Accountable for the end-to-end delivery of category strategy – from the development of the strategy, through the implementation of that strategy, and accountable for the delivery of benefits realized by that strategy.
      • Provide expertise within the category, with an intimate knowledge of the supply market, key dynamics, and latest thinking within the field to leverage modern technologies, disruption, and innovative commercial contracting opportunities.
      • Ensure spend coverage, timeliness and quality of all contracts required for safe, reliable, and competitive business operations

      Sourcing, Contracting, and Implementation

      • Supports development of negotiation strategies to establish contracts with qualified suppliers to secure quality services, materials, and equipment on time at optimum cost for the Company.
      • Ability to Draft, evaluate, negotiate, and execute contracts (several types, including lump sum [firm, fixed price], time based, and multi-year contracts).
      • Supports development of bid evaluation documentation
      • Maintains an awareness of supplier activity to ensure supply of materials, equipment, and services to meet current and future schedule needs.
      • Supports the Procurement Purchasing team to establish transactional purchases against established contracts.

      KNOWLEDGE AND SKILLS:

      Knowledge:

      Incumbent should have an In-depth knowledge of market intelligence, data analytics (including data preparation, modeling and evaluation). Expertise in category management and supply market intelligence. In-depth knowledge of strategy development, sourcing, and contract management. Knowledgeable about monitoring costs and assisting with budget forecasting processes. In-depth knowledge of GEP’s Sourcing and Contract Modules and Oracle’s iProcurement Purchasing modules. Understands and can assist in the purchasing of complex services and associated materials and equipment used in the construction, maintenance and operation of LNG Terminal Operations and Engineering & Construction.

      EDUCATION AND EXPERIENCE

      Education, Training and Certifications :

      Bachelor’s degree in Supply Chain Management, Accounting, Engineering, or related business.

      Experience :

      A minimum of five (5) years’ experience in Supply Chain Management, preferably within the LNG or oil and gas industry.

      • Physical Area: Our Houston office is located in the heart of downtown and we offer free parking or a metro ticket to get here. With all corporate teams at the same location, there’s always a buzz around the office. You’ll have dedicated desk space and plenty of human interaction.
      • Facilities and hardware : Our offices are modern, bright and designed to foster collaboration. You’ll have access to great IT equipment and support and can readily access the downtown tunnels, restaurants and gyms. You may occasionally need to travel to our sites at Sabine Pass and Corpus Christi and those sites are governed by FTZ regulations which does include drug and alcohol testing.
