Job Description

- Conducts complex technical studies to explore the challenges in Spectrum Management.
- Represents and defends the interests of NAV CANADA at national and international meetings (e.g., RABC, ICAO, ITU) and prepare technical materials for input into these meetings.
- Protects NAV CANADA’s unobstructed usage of aviation RF spectrum when dealing with competing RF spectrum users, suppliers, consultants, and project stakeholders.
- Supports CNS/ATM system engineers to ensure that the NAV CANADA systems comply with frequency coordination agreements and regulatory requirements.
- Provides advice and guidance to NAV CANADA officials, government and industry associations on issues concerning management of aviation RF spectrum.
- Provides prompt assistance when requested to investigate Electromagnetic Interference (EMI) and Electromagnetic Compatibility (EMC) technical issues with CNS systems.
- Supports frequency coordination with other internal and external stakeholders.
- Other duties as assigned by the SM Manager.
- Degree in Electrical Engineering or related field, or certification as a Professional Engineer in Canada, or equivalent combination of training and experience.
- Minimum 5 years work experience or comprehensive knowledge in Aeronautical Communication, Navigational Aid and Surveillance (CNS) systems or similar RF engineering.
- Advanced theoretical and practical experience in Electromagnetic Interference (EMI) prevention and investigation, and Electromagnetic Compatibility (EMC) related fields of activity.
- Solid understanding of the regulatory and competitive landscape around aeronautical spectrum use.
- Experience in conducting propagation principles, coverage prediction, and system design for CNS systems or similar RF systems.
- Experience in supervising technical work activities or leading engineering / technical project teams.
- In depth knowledge of roles and mandates of various national and international RF spectrum regulators and the applicable rules and regulations.
- Profound understanding of performance and behaviour of RF systems components in real operating environment, such as receivers, transmitters, and antennas, as well as RF propagation principles.
- Understanding of current and evolving CNS systems’ industry trends and competing RF spectrum usage interests.
- Detailed knowledge of ISED, ICAO, EUROCAE, and ITU regulations and processes.
- Basic understanding of programming principles to facilitate problem solving and to automate tasks.
- Ability to communicate clearly in a concise manner, in writing and verbally, to internal and external stakeholders, to explain issues and positions.
- Ability to negotiate solutions and compromises with competing RF spectrum users, suppliers, consultants, and project stakeholders.
- Ability to write position papers, technical specifications, standards, statements of work and general engineering documents.
- Ability to work under pressure and analyze and manage conflicting information and priorities.
- Collaborative, highly organized, works effectively in a multidisciplinary team and able to build and maintain strong strategic relationships.
- Shows pro-active and pre-emptive decision making and reporting of concerns for both technical and organizational issues.
- Available for occasional work outside normal working hours.
- Work location is Ottawa - Technical Systems Centre, Hunt Club Road. Position will require on site office work with the possibility of flexible arrangements in accordance with NAV CANADA’s Flex work Policy in effect.
- This position requires occasional national and/or international travels.

NAV CANADA’s Spectrum Management (SM) group manages the use of aeronautical spectrum throughout Canada to ensure that it is used efficiently. The Spectrum Management works with Canadian regulators aimed at protecting incumbent Air Traffic Management and Communications Navigation and Surveillance (ATM/CNS) solutions from radio frequency interference and ensuring future systems compliance with national and international regulations. Our work covers all aspects of Radio Frequency (RF) including coexistence, interoperability, coverage, propagation, and spectrum monitoring. Our work is increasingly significant in an evolving world that depends on well-coordinated, interference-free spectrum access.
The Spectrum Engineer will hold an important role within ATM/CNS Solutions, supporting matters pertaining to spectrum management, utilization, and international coordination. This position requires in depth experience in Spectrum Engineering and expert level knowledge of Canadian regulatory and policy development process, particularly with respect to aeronautical spectrum, domestic and international coordination.
