- Creates records and maintain entries into the Federal Subaward Reporting System (FSRS) to ensure WCMC's compliance with the Federal Funding Accountability and Transparency Act (FFATA).
- Develops the Subaward agreement prior to returning feedback to the Prime Institution or submitting a first draft to the subawardee institution.
- Ensures subrecipient monitoring as required by Circular A-133 is adhered to. Utilizes current systems, reports and tools to facilitate the subrecipient monitoring process.
- Escalates areas of non-compliance by working with the Director, Sr. Pre-Award Manager, Pre-Award Specialist and key contacts at the Subaward institution to seek remedy.
- Maintains office database to ensure that subaward proposal and award data entry is complete and accurate and to ensure that the electronic file represents all transactions handled prior to, during, and at the conclusion of negotiations.
- Post-award responsibilities include the review and/or drafting of modifications to subaward agreements and initiating purchase order commitments in SAP system to encumber funds against grants.
- Reviews budgetary information and other compliance related matters regarding the Subaward and provides counsel and feedback as needed to the department to rectify any omissions or errors.
- Reviews final Subaward documents prior to releasing fully executed agreements for accounts to be established or for commitments to be encumbered on Prime award.
- Works with Risk Management and other external offices to perform risk assessments when necessary. Obtains audit reports from the Subawardees at the time of executing the new/modifications of the Subawards.
- Conducts and coordinates risk analysis on potential sub-recipients to determine if the sub-recipient can administer an award in compliance with the sponsor requirements. Determines necessity for a pre-award audit and/or a pre-award accounting survey.

Position Summary
Responsible for negotiating and issuing incoming Subawards, preparing modifications to existing Subaward agreements, as well as the administration of outgoing Subawards for an assigned portfolio of Weill Cornell Medicine departments on behalf of the Office of Sponsored Research Administration (OSRA). The incumbent will work directly with investigators, grant and department administrators, external collaborators, and OSRA Pre-/Post-Award Staff to manage, develop and execute Subawards as well as to assist with the post-award activities related to Subawards.

Experience
- Two years of related experience in research administration, preferably in an academic setting with a working knowledge of OMB circulars A-21 and A-133 with a familiarity of the Federal Acquisition Regulations.
- A basic knowledge and familiarity with subcontracting principles and procedures.
- Experience negotiating research grant and contract clauses suitable for a university.
