- Design research tools and data collection instruments.
- Ensure that data collected in the field is valid and collected consistent with the technical design requirements of the project and in accordance with good practice.
- Develop frameworks and approaches for the analysis of collected data and perform the analysis as required.
- Draft informative and user-friendly reports and presentations for clients and stakeholders.
- Ensure that all subcontractor staff have been recruited and trained in accordance with project requirements.
- Perform quality assurance assessments and backchecks for collected data.
- Supervise the delivery of subcontractor deliverables.
- Interact regularly and professionally with both the TPM Activity client and the organizations whose projects will be subject to TPM.
- Communicate regularly with stakeholders at the direction of the MozMEL Chief of Party (COP) and provide clear, concise, and professional feedback, guidance and advice on all aspects of the project and of its technical performance.
- Work closely with and at the direction of the COP to support the goals and objectives of the project through other tasks not explicitly stated in this position description.
- Coordinate with other members of the TPM Activity project team and with MSI Headquarters on administrative, financial, and technical activities as needed.
- Bachelor’s degree in a field such as economics, sociology, social sciences, information technology, or statistics is required.
- Minimum eight years of relevant professional experience is required.
- Minimum five years of experience working on any of the development and humanitarian sectors such as health and nutrition; water, sanitation, and hygiene; food security; economic recovery and market systems; protection; or emergency shelter, is required.
- Experience conducting research and data collection in Mozambique is required.
- Strong oral and written communication skills, analytical skills, interpersonal skills and management skills required.
- Fluency in Portuguese and English is required.

Project Summary:
The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the Mission in monitoring, evaluation, learning, training, and logistical support. The Moz MEL Activity has been asked to conduct an intervention in Cabo Delgado that will include monitoring, verifying, and evaluating Bureau for Humanitarian Assistance (BHA)-funded activities in Mozambique.

Position Summary:
The Senior Third-Party Monitoring (TPM) Manager will contribute to the technical delivery of the project by providing technical support and managerial direction to the design of monitoring of instruments, the analysis of collected data and the drafting of deliverables. The Senior TPM Manager will also be responsible for managing the technical implementation of this project to ensure that the deliverables represent the outcomes of sound, ethical, and verifiable data collection and analysis. The Senior TPM Manager will contribute to the overall effectiveness of TPM Activity by providing technical contributions, quality assurance, and management support. This is a full-time position based in Maputo with travel to Cabo Delgado.
