      The Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) is seeking an experienced Senior Transit Planner to work in the Office of Service Development (OSD). The Senior Transit Planner participates in a variety of projects, studies, and analyses in support of the Administration’s transit planning programs and activities. The selected incumbent will serve as a Project Manager for various consultant staff support, including both embedded support staff contractors and task-specific contractual support to complete various analyses, planning studies, and design of the Annual Service Program (ASP). This position is responsible for assisting the Transit Planning Manager in managing the tasks and activities related to the ASP service changes, including review of proposed changes to routing alignment and level of service to ensure that proposed implementation timelines and planned outreach are compliant with Code of Maryland (COMAR) requirements for public hearings and adhere to federal and state requirements for outreach and analysis in the realm of transportation equity. The selected incumbent will conduct complex transit and service delivery research and analysis and develop recommendations for service changes in response to a continuously changing environment for ridership, land-use development, on-time performance, service reliability, and the availability of resources—including manpower and equipment. The Senior Transit Planner acts as a liaison for the Administration with a variety of private, public, and community organizations and regulatory agencies; represents the Department/Administration at various forums and task-force meetings to explain and address transit planning matters. The employee in the position receives general supervision from the Transit Planning Manager.

      The current position is located in Baltimore City, Maryland.MINIMUM QUALIFICATIONS:

      Education: A bachelor's degree from an accredited college or university in Transportation Planning, Geography, Transportation Studies, Urban Planning, Urban Studies, Environmental Planning, Public Administration, Civil/Transportation Engineering, Business Administration, Statistics, Mathematics, or a related field.

      Experience: Four (4) years of experience in administrative or professional work. ** Three (3) years of this experience must involve experience working in the public transportation field overseeing transit operations, transit planning, or traffic engineering.

      ** This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).

      Ideal candidate will possess:
      • Master’s degree in Transportation Planning, Geography, Transportation Studies, Urban Planning, Urban Studies, Environmental Planning, Public Administration, Civil/Transportation Engineering, Business Administration, Statistics, Mathematics, or a related field is preferred
      • Knowledge in the use of transit software such as Trapeze or HASTUS
      • Professional working proficiency using Geographic Information Systems (GIS)
      • Detailed knowledge of General Transit Feed Specification (GTFS) standards
      • Supervisory skills and experience managing the work of consultants
      • Knowledge of current industry standards and best practices in transit planning, as well as how to apply those to the context of the MDOT MTA service area is vital in being able to perform in this position

Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
