User Experience (UX) Design: Lead the design process by conducting user research, creating personas, wireframes, sitemaps, user flows, and developing prototypes to enhance user engagement.

User Interface (UI) Design: Create visually compelling interfaces that align with brand guidelines, ensuring a seamless user experience on both web and mobile platforms.

Front-End Web Development: Create basic front-end website builds using HTML, CSS, and JavaScript with a focus on accessibility along the way.

Website Builder: Using drag and drop builders on top of WordPress, Wix, or other various content management systems while also making them as accessible and responsive as possible.

Collaboration: Work closely with product managers, developers, and other stakeholders to understand project goals, user requirements, and technical constraints, delivering solutions that align with business objectives .

User Testing: Lead usability testing sessions and iteratively refine designs based on feedback from real users to ensure the highest quality user experience.

Design Systems: Maintain and improve the organization’s design system, ensuring consistency and scalability across all projects.

Accessibility: Ensure all designs and applications comply with industry standards and accessibility guidelines (e.g., WCAG).

Self-motivates, manages, and performs personal daily activities and multiple complex projects under the discipline of defined departmental business processes.

Identifies and analyzes complex problems; distinguishes between relevant and irrelevant information to make logical decisions; provides solutions to individual and organizational problems .

Communicates effectively, both verbally and in writing, to peers, management, and customers at various levels of the organization.

Prepares and delivers presentations regularly to various audiences using clear, concise, and effective communication .

Professional experience in UX/UI design and web application development , with a portfolio demonstrating responsive web designs, mobile applications, and government or public sector projects for (8) years ; or
-
or an Associate’s degree in Graphic Design , Inter a ction Design, Computer Science, Information Technology , or related field and six (6) years of experience as described above; or
-
Bachelor’s degree in Graphic Design , Interaction Design, Computer Science, Information Technology, or a related technical field and ( 4 ) years’ experience described above ; or
-
Master’s or higher degree in Graphic Design, Interaction Design, Compu ter Science, Information technology or related field, and (2) year s of experience as described above ; or
-
An equivalent combination of education, training, and/or experience.

Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Experience creating a design system and applying it to many websites and digital products.

Experience with mobile-first and responsive design techniques.

Experience with content management systems like WordPress, Drupal, Wix, Squarespace and similar .

Familiarity with front-end frameworks like Bootstrap or Tailwind.

Desire to self-develop relevant job-related skill(s) for current and future roles. Excellent analytical and problem-solving skills, with the ability to troubleshoot complex server issues.

Strong communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams.

UX/UI Design Experience: Minimum of 5-7 years of experience in UX/UI design, with a portfolio demonstrating responsive web designs, mobile applications, and government or public sector projects.

Web Development: Proficiency in HTML and CSS .

Accessibility Expertise: Strong understanding of ADA and WCAG compliance for web accessibility, ensuring inclusivity for all users, including those with disabilities.

User-Centered Design: Experience conducting user research, usability testing, and using analytics tools to drive continuous improvements in web and application design.

Project Management: Ability to manage multiple projects, from initial concept through implementation, with a strong focus on meeting deadlines and maintaining high-quality standards.

Collaboration and Communication: Excellent communication skills with a proven ability to work effectively across various county departments and with external vendors.

Agile Development: Experience working in Agile or Scrum development environments, collaborating closely with cross-functional teams.

The ideal candidate will have a deep understanding of user-centered design principles, combined with the technical understanding to guide the develop ment of functional, aesthetically pleasing web applications and websites . You will be responsible for leading the design and guiding the development of user experiences across web and mobile applications, collaborating closely with cross-functional teams including developers, Pinellas County affiliates, departments, and organizations to deliver high-quality, innovative solutions for our teams, to assist with maintaining and growing technologies and ensuring business value outcomes .
In this role, you will be responsible for designing user-friendly, accessible, and innovative web site and web applications that serve our residents, businesses, and internal county departments. The ideal candidate will have a strong combination of UX/UI design expertise and general web development experience, enabling them to lead the efficiency and accessibility of county services for the public .
