- Req#: REQ-135545
- Processes applications received through the online NIC-USA portal, by screening for completeness and accuracy, validating Alcohol Server Education course completion, reviewing uploaded identification and reviewing answers to criminal history questions. Applications with unique concerns are assigned to specific categories and those with Alcohol Server Education course proof problems are assigned to specific accounts for special processing. Using the Action/Request process, communicates with applicants who need to make corrections to their applications. Once the applicants have responded, reviews the corrections and continues processing of the application.
- Answers the unit phone and monitors the unit (group) email account. Refers emails to the unit coordinator or the License Process Manager for response if necessary. Provides support to internal and external customers who experience problems with the online system. This typically involves discussion of platforms, devices, browsers and versions thereof. Attempts to resolve issues, but when unsuccessful, refers to the unit coordinator or manager.
- Runs background check via Law Enforcement Data System (LEDS) on applications that are flagged by the system. Based on established criteria, rule and statute, determines whether applicant is eligible for a service permit or whether application needs further review. Issues permits to applicants whose application has been approved. Refers applications to unit coordinator for further review if record is unclear or unusual.
- Consults with and provides information to Financial Services staff to resolve payment problems, confirm payment when system does not show a successful payment and request refunds. Receives and reviews information about chargebacks and refers to License Investigator for review.
- Processes suspension requests from Department of Justice (DOJ) and county courts or that result from administrative violations. Enters suspension information into either the legacy system (CSPSE) or the NIC-USA online system, and lifts suspension when notified by the suspending agency that the borrower has rectified his/her account.
- Experience performing high volume information evaluation and/or case management processes.
- Experience interpreting and implementing policy and procedures.
- Experience interviewing and communicating with customers to correct documentation or account discrepancies.

- The salary listed is the Public Employee Retirement Systems (PERS) qualifying base salary range of an Office Specialist 2 (AL-C0104-AA). If the successful candidate is PERS qualifying, the salary range will reflect the 6.95% increase.
- This position will be represented by the American Federation of State, County & Municipal Employees Union, Local 2505.
- This position serves a six month trial service period.

- Driving: The person in this position may drive a State of Oregon vehicle. We require drivers to hold a current, valid driver’s license and maintain a good driving record in order to drive.
- Background: OLCC will conduct a personal background investigation prior to hiring. This includes a computerized criminal history check, fingerprinting and CJIS Clearance approval by the Oregon State Police. Adverse background and security check results may be grounds for disqualification.

The Oregon Liquor & Cannabis Commission (OLCC) is recruiting for an Office Specialist 2 (Service Permit Process Specialist) position in our Licensing Division located at 9079 SE McLoughlin Blvd., Portland, OR.
The position provides complex administrative support to the Service Permit and Alcohol Education programs; coordinates and maintains an active workload processing in excess of 35,000 service permit applications and 30,000 exams annually; and provides training to staff on process changes, laws, rules, policies and procedures regarding service permits and alcohol education.
We are posting this as an internal and external recruitment opportunity. Individuals who currently work for the OLCC will be given preference during the application process.
Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state's Liquor Control Act and regulating the production, processing and sale of recreational marijuana in Oregon through the Control, Regulation and Taxation of Marijuana and Industrial Hemp Act. The agency also regulates the production, processing and sale of medical products sold to Oregon Medical Marijuana Program (OMMP) cardholders in OLCC licensed marijuana retail shops.
The agency is comprised of three major operational programs; the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. There was more than $625 million in revenue generated for state, county and city programs from 2020-22.What are some of the supporting duties?
What do you need to qualify? Minimum Qualifications:
Two years of general clerical experience that includes keyboarding, word processing, or other experience generating documents; OR
An associate degree in any field; OR
An equivalent combination of education and experience.
