Responsible for identifying appropriate statistical methods and developing procedures for the various steps that will guide response to the data request.
Designs databases and develops data sets for storage and analysis of data, analyzes, interprets, and reports technical data.
Identify appropriate data elements to answer research project questions and design, develop complex relational database queries to retrieve system data from all available sources.
Perform quantitative and qualitative data analysis by utilizing relevant statistical procedures: parametric and nonparametric tests, univariate and multivariate analysis, Chi square and t-tests, multiple regression analysis, factor analysis, analysis of variance.
Utilize computer software such SPSS, Excel, Microsoft Access, ArcGIS Online, and Brio.
Creating various data displays such as tables, graphs, and charts; writing both descriptive and interpretative reports and explaining complex statistical findings.
Present reports to various audiences including administrative, program, and field staff.
During Agency Operations Center (AOC) activations, serves as the Situation Unit Leader or other positions within the incident management team as necessary.
Prepare area studies, situation reports, after action reviews, information papers, presentations, and other documents per applicable doctrinal or policy standards.
A Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports; OR
Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.
Data and Statistical Analysis : Experience with statistical tools, models and methods to identify patterns and trends to analyze data.
Software proficiency : Experience with statistical software and programming languages for data analysis.
Report writing : Experience with methods and procedures of technical report writing, statistical reports and create maps.
Software Applications: Experience with SPSS, Excel, Microsoft Access, ArcGIS Online, and Brio.
Problem Solving: Experience identifying, analyzing, and resolving a problem or challenge.
Critical thinking: Experience researching facts and information to determine optimal strategies.
Effective communication : Experience conveying information to diverse audiences when gathering material, interpreting data, and presenting results.
Time management : Experience taking in large amounts of information, managing multiple initiatives, and consistently meeting deadlines to achieve desired outcomes independently.
Primary base is remote but must be able to deploy to other designated locations within 24 hours.
Duties are performed in noisy, open office environment of independence and require minimal supervision.
This position works a professional 5-day work week in an office, field environment, or remotely.
As necessary, early morning, evening and/or weekend work may by required. Routine travel (both in and out of state) to attend meetings, conferences, make presentations and to support incident response.
Uses computers/video teleconferencing, radios and satellite telephones as well as other office equipment.
Operate a keyboard with repetitive and constant finger and wrist movements for long periods of time.
Work on many detailed tasks at once and cope with frequent interruptions.
Work in pressured environment to meet specified timelines.
Required to be available for 24-hour-aday/7-day-per-week “on call” activities on a rotating basis with other ODHS Emergency Management staff.

About the Resilience and Emergency Management Program
The Office of Resilience and Emergency Management's (OREM) purpose is to prevent, protect, mitigate, respond to, and recover from natural, technical, and human-caused threats and hazards. The unit works closely with federal, state, local, and tribal governments; a wide array of private partners; ODHS programs and disaster survivors. OREM and the Office of Health, Safety and Emergency Services work together to help ODHS programs in their work to keep Oregonians they serve safe during disasters. OREM is also responsible for mass care (primarily shelter and meals) following a disaster and for emergency social services during the recovery period.
Summary of Duties
As a Situation Unit Leader , you will:
The Situation Unit Leader contributes to ODHS Emergency Management mission success by performing information management in support of deliberate and crisis action planning in all emergency management mission areas (Prevention, Protection, Mitigation, Response, and Recovery). The Situation Unit Leader independently plans, manages, coordinates and communicates research, data analysis and geospatial mapping projects. To support deliberate planning, the Situation Unit Leader maintains a statewide Threat and Hazard Identification Risk Assessment and Stakeholder Preparedness Review (THIRA-SPR) specific to ESF 6 and SRF 4. This position plans and coordinates complex research projects, develops research methodology and forms for data collection, analyzes and interprets the information, utilizes geospatial information services (GIS) for mapping and data management, and creates report findings that include recommendations.
