      The Parks, Recreation and Community Services department is seeking one (1) Social Services Aide.

      This is paraprofessional work in interviewing and counseling clients, determining eligibility, and directing to appropriate social service providers. Work requires knowledge of techniques, methods, and procedures used in local social services and public assistance programs, and specialized skills which are acquired through a combination of training and considerable work experience. Contacts require skills in understanding and influencing people and are important in providing client services, including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around. Work is semi-routine where tasks are covered by procedures or precedents, but some latitude is permitted to consider and choose the most appropriate technique, method, or procedure to follow. Work is performed in an office environment where the risks and hazards are minimal, known, predictable, and controllable. Operates standard office equipment such as a computer, copier, and fax machine. The physical demands consist mainly of sitting at a work station for extended periods of time and lifting objects weighing less than 25 pounds Work is performed under general supervision where work assignments are varied, and although subject to standard practices and procedures, the worker is permitted some latitude to set own priorities subject to superior's approval.
      • Assists in interviewing and assessing needs of clients, providing counseling, determining eligibility, and referring clients to appropriate social service or public assistance agencies.
      • Provides or ascertains services needed or follow-ups on services provided.
      • Builds and maintains effective working relationships with service providers in order to increase the accuracy and effectiveness of referrals.
      • Assists clients in completing applications for services and other related forms.
      • Reviews requests for payment of social services or public assistance using related laws, rules, and regulations.
      • Researches, identifies, and initiates contacts with potential service providers who could benefit clients.
      • Participates in community workshops and seminars relative to agency functions.
      • Prepares correspondence and technical reports as required.
      • Enters and retrieves computer data and prepares spreadsheets.
      • Establishes and maintains records, files, and reports.
      • Demonstrates proficiency in the City of Jacksonville’s competencies.
      • Performs related work as required.
      • Knowledge of federal, state, and local social services and public assistance programs.
      • Knowledge of social services and public assistance-related laws, rules, and regulations.
      • Knowledge of interviewing and counseling techniques, methods, and procedures.
      • Skill in interviewing and data-gathering techniques.
      • Skill in preparing legal documents, correspondence, reports, and other documentation relating to alleged charges of discrimination, inquiries and complaints.
      • Ability to communicate effectively, both orally and in writing.
      • Ability to read, interpret and explain various written documents to include laws, ordinances, regulations and guidelines.
      • Ability to obtain, analyze, and evaluate information and make appropriate recommendations.
      • Ability to classify, organize, and maintain files and records.
      • Ability to establish and maintain effective working relationships with others.
      • Ability to operate computers and other standard office equipment utilizing word processing and spreadsheet applications.
      • Three years of education, and/or experience in interviewing or counseling, or determining eligibility for and/or providing social services or public assistance related programs or a related field.
      LICENSING/CERTIFICATION/REGISTRATION:
      • A certification as a Victim Services Practitioner by the Florida Crime Prevention Training Institute is preferred. If the position is located within Victim Services, the certification must be obtained and maintained within the first year of employment in this classification.
      OTHER REQUIREMENTS:
      • The probationary period for this position is six (6) months.
      • Must pass background screening on a local, state and federal level as required by the State of Florida Children and Family Services or Elder Affairs.
      • This position performs safety-sensitive functions and is subject to pre-employment and random drug/alcohol testing programs as set forth in the City of Jacksonville’s Drug Free Workplace Policy (Directive 0401).
