      Job Overview

      Performs highly responsible, professional duties related to economic development. Primary functions are to monitor performance and certify, compliance with economic development incentive programs and agreements, perform cost benefit analysis to use in developing inducement packages for negotiations with major business prospects yielding increase in quality jobs and private capital investment to improve employment opportunities in Hillsborough County. This position monitors performance and certifies compliance for Economic Development projects totaling over $55 million. Responsibilities will include generating, maintaining and interpretative analysis of incentive and grant program data, understanding and applying accounting, financial analysis and auditing practices needed policy and program development, and administration of several incentive and grant programs. In fulfilling the above functions, this position will be entrusted confidential data that has to be managed accordingly.

      Ideal Candidate

      The ideal candidate has directly relevant experience performing highly independent managerial and administrative duties associated with coordinating special projects related to economic development. Has experience monitoring performance and certifying, compliance with economic development incentive programs and agreements, performing cost benefit analysis. Has demonstrated competencies generating, maintaining and interpretative analysis of incentive and grant program data, understanding and applying accounting, financial analysis and auditing practices needed policy and program development, and administration of several incentive and grant programs. Must be able to work with confidential data in a professional and secure manner.

      Bachelor’s degree or greater from an accredited college or university with a major in economic development, economics, business administration, public administration, finance, accounting, management, data sciences or related field.

      Five years’ experience in economic development, compliance, contract management, planning or a related field.

      Experience with Brownfield related projects and/or federal and state grant writing.

      Previous experience in gathering economic data from Federal sources such as Census Bureau, Bureau of Labor Statistics and Bureau of Economic Analysis and State sources such as Florida DEO LAUS.

      Previous experience using Hoover’s, OnTheMap, MailChimp and Survey Monkey;

      Advanced or expert level of experience using JobsEQ, EMSI, ArcGIS, ESRI Business Analyst.

      Advanced or expert level of experience using Word, Excel, Access and PowerPoint.

      Duties and Responsibilities

      • Monitors project performance and certifies compliance with economic development incentive and grant programs.
      • Monitors budget expenditures ensuring adequate documentation and appropriateness of expenditures related to economic development incentive and grant programs and coordinates and processes funds related to economic development incentive and grant programs.
      • Collects and analyzes economic development program and grant statistics and metrics to prepare reports on results of economic development initiatives (including return on investment calculations and present value analysis)
      • Processes applications and assess qualifications of applicants for economic development incentive and grant programs.
      • Expedites and facilitates priority projects through the regulatory process to keep applicant projects on time and on track.
      • Establish and maintain a collaborative working relationship with other agencies and organizations; and represent the department in meetings, presentations, conferences and seminars with other agencies, private firms and individuals.
      • Develop and maintain monthly, quarterly and annual economic indicators.
      • Perform analysis, data collection, report reparation, administrative duties, customer and partner communication, and other functions to support other efforts and programs of the department.
      • Administer contract components and conduct contract compliance.
      • Manage the research components of the tourism program to include data collection, data analysis, formulation of report findings and recommendations for program enhancements.
      • Make recommendations on programs and policies based on analysis of data related to tourism industry development.
      • Other related duties as assigned.

      Job Specifications

      • Knowledge of national, state, and local business practices, laws & regulations relating to economic development and commerce.
      • Knowledge of advanced mathematics, statistics and analytical methods
      • Considerable knowledge of economics, public finance and demographic statistical techniques.
      • Considerable knowledge of economic development functions, activities, initiatives utilized to support industry needs, practices, and state and local incentive programs.
      • Proficient knowledge in PC based office software (word processing, spreadsheets and databases, specifically MS Word, MS Excel and MS Access).
      • Proficiency in creating, organizing and maintaining records such as those pertaining to incentive programs offered to business prospects and payouts resulting from such programs.
      • Ability to manage multiple tasks and solve problems involving several variables or unique situations.
      • Ability to manage the details of projects, track activities and meet deadlines.
      • Ability to communicate effectively both orally and in writing, including public speaking.
      • Ability to establish and maintain effective working relations with others within and outside own organization.
      • Ability to develop and implement new strategies for assisting companies.
      • Ability to use initiative and exercise sound judgment to pursue and complete projects without close supervision.

      • While performing duties of this job, the employee is regularly required to talk and hear.

      Minimum Qualifications Required

      • Graduation from an accredited four-year degree granting college or university; AND
      • Three years of experience coordinating projects, programs or activities; OR
      • An equivalent combination of education (not less than a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

      Emergency Management Responsibilities

      In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
