      Primary Purpose:

      Support the district’s management and compliance of special revenue programs, including local, state, and federal grants. Assist with budget management, financial reporting, and ensuring the district’s adherence to regulations, including EDGAR, in collaboration with other departments.

      Qualifications:

      Education/Certification:

      Bachelor’s degree preferred

      TASBO certification preferred

      Special Knowledge/Skills:

      • Knowledge of federal, state, and local program regulations and guidelines
      • Familiarity with Education Department General Administrative Regulations (EDGAR)
      • Proficiency in computerized financial systems and software
      • Strong organizational and time management skills
      • Excellent communication and interpersonal skills
      • Ability to analyze financial data and prepare reports
      • Ability to work independently and as part of a team

      Experience:

      Two years of experience in supporting federal or specially funded programs, preferred

      Major Responsibilities and Duties:

      Program and Fiscal Support

      1. Assist in administering local, state, and federal programs, including entitlement and grant-funded initiatives.

      2. Help ensure compliance with program regulations, reporting requirements, and audit standards.

      3. Assist in evaluating funding opportunities that align with district goals and recommend participation.

      4. Support program supervisors in developing, reviewing, and monitoring program budgets to ensure compliance.

      5. Help prepare and submit grant applications and program reports, ensuring measurable goals and objectives.

      6. Serve as a point of contact for district staff and external agencies involved in specially funded projects.

      Financial Monitoring and Reporting

      7. Assist with monitoring fund balances, expenditures, and financial performance for special revenue programs.

      8. Help reconcile Notices of Grant Awards (NOGAs) and award letters against actual financial activity.

      9. Support preparation and submission of financial reports to funding agencies.

      10. Monitor expenditures to ensure alignment with program objectives and budgets.

      11. Assist in the preparation of the annual SHARS (School Health and Related Services) Cost Report.

      12. Help with reconciliation of the district’s Instructional Materials Allotment (IMA) and EMAT (Texas Education Agency software).

      Compliance and Record Keeping

      13. Assist in compiling, maintaining, and submitting records to comply with TEA and federal guidelines.

      14. Ensure all documentation is prepared and submitted in accordance with district policies and legal requirements.

      15. Support the Director of Budget with federal fund draw-downs and reconciliation processes.

      Professional Development and Other Duties

      16. Participate in ongoing professional development to stay informed of changes in laws, regulations, and best practices.

      17. Assist with special projects and perform other duties as assigned by the supervisor.

      18. Follow all district safety protocols and emergency procedures.
